PTF.481 | In respect of Minute PTF.359, Open Forum relating to the entrance to Heaton Park from Sheepfoot Lane, it was reported that there were no plans to change this entry into the Park. |
PTF.482 | The Chair, David Stanley, explained to the Forum that the Councils Core Strategy was currently out for consultation and that a representative of the Planning Department, Paul Allen, was available provide further information on the consultation. It was reported that the consultation period runs until 30th November

PTF.483 | Luci Roper provided an update on the work of the Local in Prestwich Business Group which included:
Launch of Local in Prestwich Passport, giving discounts at local independent shops. To date, 1500 people had signed up to the initiative. A website is currently being developed which will launch in the next 6-8 weeks The winter lights switch on is arranged for 2nd December and will be run in conjunction with a local food festival, with music, theatre shows and readings.

PTF.484 | The Township Forum received a presentation from Rob Trueblood, George Heron and Nick Sutton to inform them of the work to develop Grade II listed buildings (The Quadrangle). The site is currently being developed for use a garden to grow produce (fruit) for local people under the Incredible Edible initiative. Mr Trueblood reported that the Council is looking to work with smaller business with a view to the development of the buildings. In addition the National Cycling Academy has been working in the park to provide cycle training and facilities for children and adults as well as volunteering opportunities for retraining and skill development.
Members of the Forum recognised the valuable work that had been undertaken to the progress of the initiative

PTF.485 | Tom Gribben, Prestwich Heritage Society representative, informed the Forum of recent fundraising events that had resulted in the purchasing of 3 community defibrillators for Prestwich. A short Dvd was shown at the meeting which outlined the benefits of the device and gave a demonstration of how to use the equipment.
During consideration of this item, Members discussed possible locations to site the equipment.

PTF.486 | Cindy Lowthian, Communities Manager, gave a presentation at the meeting outlining progress in relation to the Prestwich Area Plan. The Plan had been developed based on the following agreed key outcomes for Prestwich: Improved health and Wellbeing Employment Opportunities Educational Attainment/ Learning Community Safety Community Pride and Belonging Town Centre Regeneration
The presentation outlined the agreed actions and progress to date in respect of the key outcomes.
Questions and comments were invited on the Area Plan and the following issues were raised:
In response to a question on how the needs of vulnerable/older people would be met in the Plan the Communities Manager stressed that the themes in the Plan around health and wellbeing, volunteering, Learning and Community Safety would all support the needs of vulnerable people/older people. Cllr Campbell asked if the Township Co-ordinator would amend the accompanying action plan to draw this out and refer more specifically to the importance of meeting the needs of vulnerable/older people in the Plan. Councillor Black acknowledged that the health and wellbeing themed group (overseeing the health and wellbeing priority in the Plan) would be a 'Prestwich wide' group. It was stressed that the group should not lose focus on the parts of Prestwich that demonstrate more health inequality issues when compared to the wider Prestwich area.
Councillor Simpson stressed the importance of representatives from the Clinical Commissioning Group/Patient Cabinet being represented on the proposed new Health and Wellbeing Group for Prestwich (being bought together to oversee this element of the Township Plan).
Mr Rob Trueblood highlighted the value of the Prestwich Regeneration Group and requested the Forum consider re-establishing the Group Councillor OHanlon highlighted that the Plan needs to take into account the challenges of dealing with an increasingly ageing population and stressed the importance of prevention and helping people remain in their own homes where possible
Members of the Forum discussed the Community Learning Partnership and the importance of a representative of the Forum being appointed.

PTF.487 | The Chair, Mr David Stanley, invited questions, comments and representations from members of the public present at the meeting. Questions were asked and comments made on the issues detailed below. The Township Forum Co-ordinator undertook to obtain a reply to matters which could not be dealt with at the meeting.
A number of local residents expressed concerns over existing traffic problems on the A56. Councillor Campbell stressed the importance of integrated transport approaches to address the issues. It was the issues could be raised with Highways Officers who would be attending a Forum meeting next year to discuss 20mph zones on side roads.
Concerns were expressed in relation to the planning application from Aldi supermarket and potential traffic congestion issues. Councillor OHanlon reported that the application had been approved by the Planning Control Committee and highlighted that Planning Officers were aware of the concerns relating to access, which would be monitored as part of the consent.
Councillor Bayley informed the Forum that First Bus had agreed to re-introduce the service going to Morrisons in January 2013.
In response to concerns raised by Keith Grime about the infrequency of the 135 bus service, Councillor Bayley undertook to look into the issue.

PTF.488 | A report was submitted setting out details of funding applications and awards in the Holyrood, St Marys and Sedgely wards of Prestwich. |
PTF.489 | The next meeting of Prestwich Township Forum will be held on 4 February 2013.
