PTF.72 | With regard to the issue the Marks and Spencers Car Park and associated problems on Bury New Road, the Township Co-ordinator reported that the Parking Manager had undertook to look at the number of Penalty Charge Notices issued to ascertain the level of enforcement. It was explained that specific details and problem times was required along with any information relating to persistent offenders. Members of the Forum and public discussed the ongoing problems relating to the flow of traffic along Bury New Road. |
PTF.73 | Leigh Webb, Democratic Services Officer, reported that the following organisations had expressed an interest in continuing to serve on the Township Forum:

It was explained that, subject to approval, Advisory Group Members would serve for a 2 year period from May 2013.

PTF.75 | The Forum received updates on the following:
Police
Sergeant Reid provided an update in respect of the Policing support for the Parklife Event. Concerns were expressed about the issues of drinking in public places and public urination. Mr Barrett requested a zero tolerance approach in respect of these issues. Councillor Bayley expressed concerns about a lack of action in relation to pavement cycling and inconsiderate parking.
Childrens Centres
Vicky Watson attended to provide an update on the work of Childrens Centres in the Prestwich Area. Information was given in respect of the services offered within the Centres and the ongoing outreach work which includes one to one work to support families.
During discussion of this item, Members of the Forum placed on record their recognition for the positive work carried out by the Childrens Centres.
Local In Prestwich
Councillor Black updated the Forum on the work of Local in Prestwich, which included feedback on the recent clean up day, the funds awarded through the Portas bid and the development of the loyalty card scheme.
Prestwich Regeneration Group
Councillor Heneghan reported that 2 meetings of the Group had been held since the last Forum meeting. It was reported that the Group was reviewing the relevance of previous work and strategies with an updated draft document due to be considered at the next meeting in September. Councillor Heneghan explained that this document would ultimately be submitted to the Township Forum
Clough Day and Prestwich Festival
Mr David Stanley provided a summary of the activities and events held as part of this years Clough Day and Prestwich Festival. Mr Stanley highlighted the funding difficulties faced in hosting these community events and reported that the Clough Day had run at a loss of £4.9k. The Chair, Councillor Heneghan, placed on record his thanks for the excellent staging of the events and undertook to meet Mr Stanley to discuss how future events could be held on a sustainable and affordable basis. During discussion of the funding problems, Councillor OHanlon suggested that the issue of outstanding 106 monies should be explored as a potential funding stream.
Prestwich Carnival
Mr Frank Shatcliffe and Councillor David Jones, gave an update on preparations for this years Carnival, due to be held over the weekend of 15 June. An overview of the programme of events was given along with a request for any volunteers to assist over the weekend. Forum Members thanked Mr Shatcliffe for all his hard work in co-ordinating the Carnival arrangements.

PTF.76 | The Chair, Councillor Heneghan, invited questions, comments and representations from members of the public present at the meeting. Questions were asked and comments made on the issues detailed below. The Township Forum Co-ordinator undertook to obtain a reply to matters which could not be dealt with at the meeting.
Mr Jack Barrett raised the issue of recent sub standard cleaning carried out by the street cleaning vehicle on Gardener Road.
Mr Jay Lieberman expressed concern in relation to the level of dog fouling and irresponsible dog owners in the area.
Mr Frank Adam referred to the Streetsafe initiative and made suggestions in relation the creation of time limited one way systems along Kings Road and Albert Road. The Area Co-ordinator explained that the suggestions should be fed into the consultation process on the Streetsafe initiative.
Mr David Stanley highlighted that the public footpath by the side of the flower path was blocked by falling debris from the Conservative Club wall.
Mr James H Reeve highlighted that the organisers of the Parklife Festival had given an undertaking to look into the provision of residents parking. Mr Reeve requested that Ian Lord, Burys Engineering Manager be asked whether the issue had been raised at all by Manchester Council in the run up to the event.
Mr James H Reeve highlighted that the Parklife event organisers should be held to account against the assurances they gave prior to the event. With regard to the Event License issued by Manchester Council it was explained that any breach of the license could be challenged through Manchester City Council as the Licensing Authority.
In response to a request from Mr Adrian Smith, the Area Co-ordinator undertook to circulate information relating to the recruitment of representatives to sit on the Patients Cabinet.
Mr Lieberman raised concerns about the potential for increased levels of traffic in the St Margarets Road/Polefield Road area as a result of the proposed new football pitches in Heaton Park.
