SP.376 MATTERS ARISING
 
SP.377 STATEMENT OF ACCOUNTS 2002/03
Delegated decisions:

1. That the Statement of Accounts for the 2002/2003 financial year be approved in line with the provisions of the Accounts and Audit Regulations 1996 (and updated by the 2003 Regulations);

2. That the financing of the Capital Programme as outlined in Note 3 of the Consolidated Balance Sheet be approved.

3. That the contents of the Letter of Represent action enclosed with the report to be noted.

4. That the Director of Finance and E-Government and the members of staff involved with preparing the Statement of Accounts 2002/2003 be thanked for their hard work.
SP.378 MUSIC SERVICE - RESPONSE TO INTERNAL AUDIT REPORT 1556/01 - AUGUST 2001

SP.372Councillor Chaudhry welcomed Councillors J P Costello and C Fitzgerald to their first meeting of the Sub-Committee.
SP.373There were no questions asked under this item.
SP.374Councillor Walton reported that he was a recipient of a pension from Greater Manchester Pension Fund and Councillor Sharkey reported that he was a Member of the Greater Manchester Pension Fund Committee. Neither Member took part in any discussion relating to the Pension Fund.
SP.376Further to Minute SP.148 it was reported that the closure of Sunnybank Youth Centre had been confirmed by the Youth Service.
SP.377The Director of Finance and E-Government presented a report by the Executive Member for Resource.

The Statement of Accounts was appended to the report and contained the Consolidated Revenue Account, Housing Revenue Account, the Collection Fund, the Consolidated Balance Sheet, the Statement of Total Movements in Reserves and The Cash Flow Statement - to be finalised.

A copy of the letter of representation on the Audit of Accounts 2002/2003 sent to the District Auditor by the Director of Finance and E-Government was also submitted.

It was also reported that the Statement of Accounts had been produced two months ahead of the statutory deadline in preparation of the earlier approval and publication dates in future years.
SP.378Further to Minutes SP.151 of the Sub-Committee held on 18 June 2002 the Chief Internal Auditor presented a report submitted by the Director of Education and Culture setting out proposed revised procedures for verifying entitlement to free music lessons.

It was proposed that the criteria for free music lessons would be the same as the criteria for free school meals with effect from 1 September 2003.
