P.198 FUTURE SITE VISITS
Delegated decisions:

1. That consideration of the following application be deferred to the next scheduled meeting of this Committee on 19 October 2010:

52826 Sunny Bank, Arthur lane, Ainsworth, Bolton - Radcliffe North Ward
Change of use of single storey domestic swimming pool to bungalow with single storey side extension.

2. That arrangements be made for the Committee to visit the above site for the reason that the impact of the proposed development on the surrounding areas is difficult to appreciate from photographs and drawings.
P.199 PLANNING APPLICATIONS
Delegated decisions:

1. That Approval be given to the following applications in accordance with the reasons put forward by the Chief Planning Officer in the report and supplementary information submitted and subject to the conditions included:-

52589 Electricity Substation Building, Paradise Street, Ramsbottom, Bury - Ramsbottom Ward

The decision to approve is subject to the inclusion of the following additional condition:-

Condition 7. Notwithstanding the provisions of the approved plans, a scheme to provide 6 parking spaces, together with surfacing appropriate for a Conservation Area, shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented in full and be available for use before the development hereby approved is occupied.
Reason: to ensure that sufficient car parking provision is available for the development and its staff and visitor pursuant to Unitary Development Plan Policies HT2/4 and EN1/2.

The decision to approve is subject to the inclusion of the following additional condition:-

Condition 11. Notwithstanding the detailing of the elevation to Manchester Road on the approved plans, the timber cladding shall be omitted and the elevation shall be finished in natural local coursed stone where the timber cladding was shown.
Reason: To ensure that the development is appropriately assimilated into the street scene pursuant to Adopted Bury Unitary Development Plan Policy EN 1/2 - Townscape and Built Design.

Demolition of existing Red Bank House care home and subsequent new development of a residential care home consisting of 40 extra care flats with communal facilities plus associated landscaping and car parking
The decision to approve is subject to the following amendment:-

Condition 10. Prior to commencement of development, a landscaping scheme and recreation provision scheme shall be submitted to, and approved in writing by the Local Planning Authority. The scheme shall also include a management plan of the existing trees to be retained. The approved scheme only shall be implemented not later than 12 months from the date the building is first occupied; and any trees or shrubs removed, dying or becoming severely damaged or becoming severely diseased within five years of planting shall be replaced by trees or shrubs of a similar size or species to those originally required to be planted to the written satisfaction of the Local Planning Authority.
Reason. To secure the satisfactory development of the site and in the interests of visual amenity pursuant to Policy EN1/2 - Townscape and Built Design, RT2/2 - Recreation Provision in New Housing Development and EN8/2 Woodland and Tree Planting of the Bury Unitary Development Plan.

2. That the Committee be Minded to Approve the following application in accordance with the reasons put forward by the Chief Planning Officer in the report and supplementary information submitted and subject to the conditions included:

52820 Land off Poppythorn Lane, Prestwich, Manchester - Holyrood Ward
Outline - Demolition of existing buildings and erection of 12 no. dwellings and associated access and car parking
The decision to approve is subject to the following amendment:-

Condition 13. No dwelling hereby approved shall be first occupied unless and until the access improvements and the proposed access road to the park and ride facility indicated on approved plan reference G38 (05) 03 Rev A have been implemented in full and made available for public use to the written satisfaction of the Local Planning Authority, unless otherwise agreed in writing by the Local Planning Authority.
Reason: To ensure good highway design in the interests of highway safety and to ensure alternative provision for the park and ride scheme pursuant to the following Policies of the Bury Unitary Development Plan:
Policy H2/1 - The Form of New Residential Development
Policy H2/2 - The Layout of New Residential Development
Policy HT3/4 - Schemes to Assist Metrolink

P.196Councillor Davison declared a prejudicial interest in respect of planning application 53002, relating to Red Bank House, Lowe Street, Radcliffe, Manchester, for the reason that he is a former member of Six Town Housing Management Board. Councillor Davison left the meeting during consideration of this application.

Councillor Cohen declared a prejudicial interest in respect of planning application 52955, relating to land to rear of 11 Park Hill, Bury Old Road, Prestwich, Manchester, for the reason that a family member is employed by the applicant. Councillor Cohen left the meeting during consideration of this application.

Councillor Hankey declared a personal interest in respect of planning application 52762, relating to Leigh Bank, 4 Glebelands Road, Prestwich for the reason that he is the Chair of the Bury Drug and Alcohol Abuse Partnership. Councillor Hankey also declared a prejudicial interest in respect of planning application 53002, relating to Red Bank House, Lowe Street, Radcliffe, Manchester, for the reason that he is the Portfolio holder for Health and Well-being and this application falls within the remit of this Portfolio. Councillor Hankey left the meeting during consideration of this application.

Councillor M D’Albert declared a personal interest in respect of planning application 52820, relating to land off Poppythorn Lane, Prestwich, Manchester, as a representative of the Authority on the Greater Manchester Integrated Transport Body.
P.199A report by the Chief Planning Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 52820, 52826, 52881, 52986 and 53002.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.

Councillor V D’Albert spoke as a Ward representative in respect of application 52762.

Prior to the meeting the Committee undertook site visits in respect of planning applications 52589, 52762 and 53002.
P.200A report by the Chief Planning Officer was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Chief Planning Officer, were also included.
P.201A report from the Chief Planning Officer was submitted listing all Planning application decisions made by Officers using delegated powers between 12 August and 2 September, 2010.
