PLANNING APPLICATIONS
Delegated decision: 1. That Approval be given to the following applications in accordance with the reasons put forward by the Chief Planning Officer in the report and supplementary information submitted and subject to the conditions included:- 53170 Former Roach Packing Case Company, Scobell Street, Tottington, Bury - Tottington Ward Outline application for residential development all matters reserved The decision to approve is subject to the following amendment:- Condition 5. On or before the submission of the first reserved matter(s), details relating to the provision that is to be made for the loss of employment land and premises, that would arise as a result of the site being developed for residential purposes, shall be submitted to, approved and documented in writing by the Local Planning Authority. The provisions shall be in accordance with Bury Unitary Development Plan Policy EC2/2 - Employment Land and Premises Outside Employment Generating Areas and the associated Supplementary Planning Document 14 - Employment Land and Premises and no development shall take place within the site unless and until this condition is satisfied. That application number 52491 regarding Bury Grammar School, Bridge Road, Bury (Bury East Ward) for the extension to the school to provide a new lecture theatre and sixth form social area be refused for the following reasons:- 1) The proposed two storey glazed extension at the front of the site would neither be appropriate to, nor sympathetic with the existing structure, and would be detrimental to the visual amenity of the area, by reason of its height, size and position. The proposed development therefore conflicts with Policies HE7, HE8, HE9 and HE10 of PPS5 - Planning for the Historic Environment and the following Policies of the Bury Unitary Development Plan: Policy EN1/1 - Visual Amenity Policy EN1/2 - Townscape and Built DesignPolicy CF1/1 - Location of New Community Facilities 2) The proposed two storey glazed extension would unacceptably obscure the boys entrance, which is a significant feature on a building of local architectural quality, from view to the detriment of the building's balance, appearance, historic character and interest. The proposal therefore conflicts with Policies HE7, HE8, HE9 and HE10 of PPS5 - Planning for the Historic Environment and the following policies of the Unitary Development Plan: Policy EN1/1 - Visual Amenity Policy EN1/2 - Townscape and Built Design 3) The application and submitted plans contain insufficient information in relation to the restoration of the boys entrance, to enable the impact of the proposal upon a building of historic character to be properly assessed. Therefore, the proposed development would be conflict with PPS5 - Planning for the Historic Environment and the following Policies of the Bury Unitary Development Plan: Policy EN1/1 - Visual Amenity Policy EN1/2 - Townscape and Built Design 3.That application number 53079 regarding Melrose, Hawkshaw Lane, Hawkshaw (North Manor Ward) for the demolition and replacement of existing dwelling (resubmission of 52310):detached garage/store, waste treatment system and domestic oil store be refused for the following reason:- 1) The proposed dwelling and garage would, by reason of its size, have a seriously adverse impact on the openness of the Green Belt and would therefore conflict with UDP Policy OL1/2 New Buildings in the Green Belt and associated Development Control Guidance Note 8 - New Buildings and Associated Development in the Green Belt.
