That application number 53246 regarding Land to the North of Summerseat Lane, Bury (North Manor Ward) for the construction of 8 tennis courts (6 with floodlighting), club house, associated car parking and landscaping be refused for the following reasons :- 1. The proposed development would cause harm to the openness and character of the Green Belt. Therefore, the proposed development would be contrary to the objectives of the following Policies of the Unitary Development Plan and associated national/regional guidance: OL1 - Green Belt OL1/2 - New Buildings in the Green Belt OL1/5 - Mineral Extraction and Other Development in the Green Belt OL5/2 - Development in River Valleys EN1/1 - Visual Amenity PPG2 - Green Belts Regional Spatial Strategy for the North West 2. The proposed development would be detrimental to residential amenity and would conflict with the following Policies of the Bury Unitary Development Plan: Policy EN1/2 - Townscape and Built Design Policy EN7/2 - Noise Pollution Policy RT3/5 - Noisy Sports 3. That application number 53436 regarding 201 Manchester Road, Bury (Bury East - Redvales Ward) for change of use and external alterations to former public house to form 3 retail shops (A1) and 1 café (A3)/hot food takeaway (A5) on ground floor and 4 flats above be refused for the following reason:- The proposal would be an intensification of the use of the site with inadequate parking arrangements and would be seriously detrimental to both road safety and the residential amenity of nearby residential properties. The proposed development therefore conflicts with the following policies of the Bury Unitary Development Plan:H2/4 - Conversions and HT2/4 - Car Parking and New Development. 4. That the Committee be Minded to Approve the following applications in accordance with the reasons put forward by the Chief Planning Officer in the report and supplementary information submitted and subject to the conditions included:- 53231 Holcombe Brook Tennis Club, Longsight Road, Ramsbottom, Bury - North Manor Ward Erection of 55 Category II sheltered flats for the elderly, communal facilities, landscaping and car parking 53247 Land off Hazel Hall Lane, Bury - North Manor Ward Construction of 8 Tennis Courts (6 with floodlighting), club house, associated car parking, mini tennis area with practice wall and landscaping. The decision is subject to appropriate conditions being agreed by the Chief Planning Officer and Chair of the Planning Control Committee and consideration being given as to the necessity of a referral to Government Office North West (Application 53247 had been recommended by the Planning Officer to Refuse. The Committee debated a proposal not to accept the recommendation and to overturn the Officer recommendation of Refusal for the following reason:- The proposed development by reason of its scale, nature and location, would not have a significant impact upon the openness of the Green Belt. The proposed development would not be detrimental to residential amenity. A Minded to Approve recommendation was proposed by Councillor Cohen, seconded by Councillor Walker and agreed by the Committee).
