P.443 MOUNT PLEASANT VILLAGE CONSERVATION AREA -
POLICY ON UPVC WINDOWS
Delegated decision:

That the Committee endorse any adjustment to the policy on Upvc windows in the Mount Pleasant Conservation Area previously approved, to allow for Upvc frames within the new build and mill conversion properties (though not the listed buildings) where the detail and finish of the frames is a good match for the original timber frames.

P.440Councillor Davison declared a prejudicial interest in respect of planning application 53607, relating to Prestwich AFC, Sandgate Road, Bury, for the reason that he is a Trustee of the Club. Councillor Davison left the meeting during consideration of the application.
P.442A report by the Chief Planning Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 53353, 53354, 53417, and 53470.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.

Councillor Wiseman spoke in her capacity as a ward representative in respect of application 53353.
P.443The Assistant Director (Planning, Environmental & Regulatory Services) submitted a report outlining recent events in Mount Pleasant and the need to reconsider the approved policy on Upvc window frames following the recent decision of the Planning Inspectorate.
P.444A report by the Assistant Director (Planning, Environmental & Regulatory Services) was submitted providing statistical information on Enforcement Activity between 1 October 2010 and 28 February 2011 together with an update on Enforcement activity since the last report on 20 October 2010.

P.445A report by the Development Manager was submitted listing all recent Planning application decisions made by officers using delegated powers.
P.446A report by the Chief Planning Officer was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Chief Planning Officer, were also included.
