2. That the Committee be Minded to Approve the following applications in accordance with the reasons put forward by the Chief Planning Officer in the report and supplementary information submitted and subject to the conditions included:

52882 Church Buildings, Warth Road, Bury - Redvales Ward
Extension of time limit for implementation of planning permission 47911 for outline residential development and means of access
The decision to approve is subject to the following amendment:

Condition 5. The development hereby approved shall include provision that would be sufficient to be in accordance with Policy H4/1 - Affordable Housing of the Bury Unitary Development Plan and the associated Development Control Policy Guidance Note 5 - Affordable Housing Provision in New ResidentialDevelopments.
The approved details shall be submitted as part of the first reserved matters application relating to the housing proposals within the site and the approved provision shall be implemented prior to the first occupation of the residential element of the site or as otherwise agreed in writing by the Local Planning Authority.
Reason. To ensure that the development would contribute to satisfying the need for affordable housing pursuant to Policy H4/1 - Affordable Housing of the Bury Unitary Development Plan and the associated Development Control Policy Guidance Note 5 - Affordable Housing Provision in New Residential Developments.

3. That application number 53176 regarding Hooley Bridge Service Station, Rochdale Old Road (Bury East Ward) for B: 2 No. non-illuminated rotating pole signs (proposed) be refused for the following reason:-

The proposed rotating pole signs by reason of their size, siting and design would be out of character and severely detrimental to the general visual amenities of the area and the residential properties adjacent and therefore contrary to the following policy of the Bury Unitary Development Plan: EN1/9 - Advertisements.

4.That application 53222 - Moorside Ward relating to Tesco Stores Limited, Woodfield Retail Park, Peel Way, Bury for Highway access alterations and landscaping works be deferred to the next meeting of the Committee at the request of the applicant.
P.275 USE OF EMPLOYMENT PREMISES

P.270The Committee were informed that Councillor Davison and Councillor Cummings had been unable to attend the meeting for health reasons and members sent best wishes to them both for a speedy recovery.

P.271Councillor Ahmed declared a prejudicial interest in respect of planning application 53176, relating to Hooley Bridge Service Station, Rochdale Old Road, Bury, for the reason that he is known to the applicant and his relative has been employed by the applicant. Councillor Ahmed left the meeting during consideration of the item.
P.274A report by the Development Manager was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 52491, 52882, 53079, 53144, 53148, 53163, 53176, 53197 and 53222.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.

P.275A report from the Assistant Director (Planning, Environmental & Regulatory Services) was submitted which identified a recent trend in proposals to change the use of existing employment premises to leisure or recreational uses often involving children, setting out the planning policy position in response to such proposals.
P.276A report by the Development Manager was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Chief Planning Officer, were also included.

Councillor Walker requested that copies of the decision in relation to application 52510, 2 Bury Old Road, Whitefield to be circulated to members of the Committee.
P.277A report from the Development Manager was submitted listing all recent Planning application decisions made by officers using delegated powers.
