2. That the Committee be Minded to Approve the following application in accordance with the reasons put forward by the Borough Planning, Engineering and Transportation Services Officer in the report and supplementary information submitted and subject to the conditions included:

47617 Pilsworth South Quarry, Pilsworth Quarry, off Pilsworth Road, Pilsworth, Bury - Unsworth Ward
Waste reception, transfer, recycling and pre-treatment facility

3. That the Committee refuse application 47237 relating to Keystone Cottage, Taylors Lane, Radcliife - Radcliffe North Ward regarding a proposal to install a roof over the existing manege, American stables hay/straw machinery building block, 4 stables, incorporating a passing place on Taylors Lane. The reasons for the refusal are as follows:

The proposed development would adversely affect the amenity of adjacent residential properties, by reason of their nearness, size, height and design.
The proposed development therefore conflicts with the following policy of the Bury Unitary Development Plan: Policy EN1/2 - Townscape and Built Design

4. That the Committee refuse application 47768 relating to Bolton Road, (opposite 363 Bolton Road), Bury - Church Ward for a prior approval application for telecommunications installation of a radio base station, consisting of a 12.5 metre telegraph pole, cabinet and related ancillary development. The reasons for the refusal are as follows:

The proposed telecoms pole and base station would be sited adjacent to a site of important historical association, namely the site of the original Wellington barracks, and in particular the original site entrance to the barracks and the apparatus would adversely affect and not be sensitive to the setting and context of this important historical site. The proposal therefore conflict with the following policies of the Unitary Development Plan: EN2 - Conservation & Listed Buildings.

P.1239 TOWNSIDE, KNOWSLEY STREET, BURY
Delegated decision:

1. That approval be given to the proposed mechanism, as outlined in the report submitted, in order to comply with the conditions detailed in Planning Application 47200.

2. That authorisation be given to the Borough Planning, Engineering and Transportation Services Officer to issue the required approval.

P.1235Councillor Connolly declared a prejudicial interest in respect of Planning Application 47811 and Minute Number P.1238 and left the room for the period that each item was considered.

Councillor Cummings declared a prejudicial interest in respect of Planning Application 47617 and left the room for the period that the item was considered.

Councillor Redstone declared a prejudicial interest in respect of Planning Application 47705 and left the room for the period that the item was considered.
P.1237A report by the Borough Planning, Engineering and Transportation Services Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 47596, 47680, 47811, 47585, 47768, 47237, 47705 and 47731.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to two minutes for each speaker.
P.1238A report by the Borough Planning, Engineering and Transportation Services Officer was submitted informing the Committee on Enforcement Action that had been taken in respect of premises at 2 Cook Street, Bury being used for a cash and carry business without the appropriate planning consent.
P.1239A report by the Borough Planning, Engineering and Transportation Services Officer was submitted regarding planning permission that had been granted for the development known as “Townside” (reference 47200). The previous consent was part outline and part full permission and included two specific conditions requiring a pedestrian linkage to the Metrolink. A submission prepared by the applicant requesting that the mechanism to comply with the conditions to be agreed was considered.

A representative from the applicant (Drivers Jonas) addressed the meeting to explain the proposal and answer questions from the Committee.
P.1240A report by the Borough Planning, Engineering and Transportation Services Officer was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Borough Planning, Engineering and Transportation Services Officer, were also included.
