P.794Councillor Smith declared a personal interest in respect of planning application 54910, relating to Bury Street Mill, Bury Street, Radcliffe, due to his personal friendship with the applicant.

Councillor Shori declared a prejudicial interest in respect of planning application 54740, relating Wesley House, Wesley Street, Tottington, as he is Executive Member for Adult Care, Health and Housing. Councillor Shori also declared a personal interest in respect of planning application 54773, relating to Former Turf Hotel, Water Street, Radcliffe due to the fact the Councillor Shori is a neighbour of the Director of the applicant.

Councillor Cummings declared a personal interest in respect of planning application 54831, relating to Pilsworth North Quarry, Pilsworth Road, Bury, as he is a Member of the Joint Authority for Waste Disposal.

Councillor Walker declared a personal interest in respect of planning application 54875, relating to 222-224 Dumers Lane, Radcliffe, due to his personal friendship with the applicant.
P.797A report by the Chief Planning Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 54717, 54740, 54764, 54773, 54831, 54910 and 54966.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.
P.798The Development Manager submitted a report providing statistical information on Enforcement Activity between 1 April 2011 and 31 March 2012 together with an update of Enforcement Activity, Year ending September 2011 and since the last update on 24 January, 2012.
P.799The Development Manager submitted a report providing a brief analysis of performance within the Development Management Team for the Year 2011/2012 with comparisons from previous years.
P.800A draft report, to be presented to the Executive for decision, was submitted by the Development Manager, to inform the Planning Control Committee that the Planning Control Service is seeking to charge for pre-application discussions
for certain types of planning proposals. Members were informed of the requirement to constitutionally formalise the process, as a key decision of the Executive at their next meeting on 24 May, 2012. Comments on the options detailed in the report were welcomed from members of the Planning Control Committee. The Chair, Councillor Cummins and Councillor Shori both welcomed the proposals outlined in the report, reflecting the professional advice and service provided by Officers from the department. P.801A report by the Chief Planning Officer was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Chief Planning Officer, were also included.
