P.90 FUTURE SITE VISITS
Delegated decision:

1. That consideration of the following applications be deferred to the next scheduled meeting of this Committee on 22 July 2008:

49805 Land between 78 Mile Lane and Mile Lane Health Centre, Mile Lane, Bury - Church Ward
Outline application for sheltered accommodation for the elderly comprising of 14 units including wardens flat

49570 Rainsough Brew, 49 Rainsough Brow, Prestwich - St Mary’s Ward
Demolition of public house and erection of block of 14 apartments

2. That arrangements be made for the Committee to visit the above sites for the reason that the impact of the proposed development on the surrounding areas is difficult to appreciate from photographs and drawings.
P.91 PLANNING APPLICATIONS
Delegated decision:

1. That Approval be given to the following applications in accordance with the reasons put forward by the Assistant Director (Planning, Engineering and Transportation Services) in the report and supplementary information submitted and subject to the conditions included:-

49947 211 Middleton Road, Manchester - Sedgley Ward
Single storey store extension at rear (retrospective)

49976 Church House, Church Green, Radcliffe - East Ward
Change of use of Church Hall to offices (Use Class B1)

49884 Rose and Crown, Cockey Moor Road, Radcliffe - Radcliffe North Ward
Extension and pergola to front elevation, new entrance lobby, kitchen extension to side elevation and bin store to rear

49635 Irwell Bridge Mill, Kenyon Street, Ramsbottom - Ramsbottom Ward
Conservation Area Consent for selective and partial demolition and extension of existing mill buildings to form B1 offices, additional new access and 40 car parking spaces (resubmission of 48217)

2. That the Committee be Minded to Approve the following applications in accordance with the reasons put forward by the Assistant Director (Planning, Engineering and Transportation Services) in the report and supplementary information submitted and subject to the conditions included:

49667 Olives Paper Mills, Tottington Road, Bury - Elton Ward
Development of 76 residential units including landscaping.
The Minded to Approve decision is subject to the completion of the Section 106 Agreement concerning an Employment Contribution, a Public Artwork Contribution, a Kirklees Trail Contribution, a one-off payment for 20 years maintenance/gradual improvement of land to be transferred to the Council and the provision of an element of affordable housing. However, should the Agreement not be signed within a reasonable time, the delegated authority is given to the Assistant Director (Planning, Engineering and Transportation Services) to refuse the application.

49636 Irwell Bridge Mill, Kenyon Street, Ramsbottom - Ramsbottom Ward
Proposed selective and partial demolition, conversion, alteration and extension of existing mill buildings to provide B1 office accommodation, additional new access, 40 car parking spaces and provision of footbridge (resubmission of 48183)
The Minded to Approve decision is subject to the signing and completion of a Section 106 Agreement. Should the Agreement not be signed and completed within a reasonable period, delegated authority is given to the Assistant Director of Planning, Engineering and Transport to determine the application.

3. That application 49646 at Mountheath Business Park, off George Street, Prestwich - Sedgley Ward, relating to an outline application for three four storey office buildings including access and siting be refused for the reason stated in the report and supplementary information submitted.

P.88There were no declarations of interest made in respect of any items of business on the agenda.
P.91A report by the Borough Planning, Engineering and Transportation Services Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 49667, 49805, 49646, 49570, 49884 and 49636.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker
P.92A report by the Assistant Director (Planning, Engineering and Transportation Services) was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Borough Planning, Engineering and Transportation Services Officer were also included.
