P.443 FUTURE PLANNING SITE VISIT
Delegated decisions:

1. That consideration of the following application be deferred to the next scheduled meeting of this Committee on 15 December 2009:

Erection of single building containing 4 flats (resubmission of planning application 51477).

2. That arrangements be made for the Committee to visit the above site for the reason that the impact of the proposed development on the surrounding areas is difficult to appreciate from photographs and drawings.

1) The proposed development would be out of keeping in terms of its design and appearance which would be detrimental to the street scene contrary to UDP Policy H2/1 The Form of New Residential Development.
2) The proposed development would represent an over development of the site to the detriment of the character of the area contrary to UDP Policy H2/6 - Garden and Backland Development.
P.445 APPLICATION FOR MODIFICATION OF DEFINITIVE MAP AND STATEMENT, LAND AT COCKEY MOOR ROAD, RADLIFFE
Delegated decision:

That approval be given to the application made under Section 53 of the Wildlife and Countryside Act 1981 for modification of the Definitive Map and Statement by adding to it a public footpath on land adjacent to Cockey Moor Road, Radcliffe.

P.4411. Councillor J Harris declared a personal interest in respect of:
- application 51804 as a Governor of Elton High School, and left the meeting room during the consideration of the application
- the application for Modification of the Definitive Map and Statement, Land at Cockey Moor Road, Radcliffe and left the room during consideration of the report.

2. Councillor M Hankey declared a personal interest in respect of application 51804 as a Governor of Elton High School, and left the meeting room during the consideration of the application.
P.444A report by the Chief Planning Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 51669, 51765, 51814, 51872 and 51875.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.

A petition containing 74 signatures objecting to application 51669 was presented at the meeting. The Chief Planning Officer advised the meeting that the petition could not be used as part of the consideration of the application due to the lateness of its submission.

Prior to the meeting, the Committee held a site visit for application number 51766.

In acknowledging the views previously expressed regarding application 51669, the Council Solicitor, as legal advisor to the Committee, commended the recommendation of the Chief Planning Officer to the Committee to ‘Approve the application with Conditions’, and asked that this be recorded.
P.445A report by the Chief Engineer was submitted relating to an application made under Section 53 of the Wildlife and Countryside Act 1981 for modification of the Definitive Map and Statement by adding to it a public footpath on land adjacent to Cockey Moor Road, Radcliffe.
P.446A report by the Chief Planning Officer was submitted seeking approval to further develop a local list of historic buildings for the Borough and to consult interested groups and property owners of the proposals.

The Committee expressed its thanks to the Conservation Officer for the work undertaken in compiling the list.
P.447A report by the Chief Planning Officer was submitted presenting comments made by the Planning Control Committee during a tour of seven sites of Planning Permissions it had granted. The tour took place on 30 September 2009.
P.448A report by the Chief Planning Officer was submitted as part of the supplementary agenda, which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Chief Planning Officer, were also included.
