2. That application number 53402 regarding 1a Cobden Street, (Former Over 60's Club) Radcliffe, Manchester (Radcliffe North Ward) for the change of use from over 60’s club (Use Class D2) to Office (Use Class B1) be refused for the following reason:-

1) The proposed car parking provision is inadequate and is likely to lead to vehicles parking and carrying out manoeuvres on the highway to the detriment of the free flow of traffic and road safety. The proposed development therefore conflicts with the following policies of the Bury Unitary Development Plan and associated Supplementary Planning Document:

P.368Councillor J Smith and I Ahmed declared a prejudicial interest in respect of planning application 53365, relating to the Adjacent Car Park and Public Footpath at Goshen Playing Field, off Scott Avenue, Bury, for the reason that both Councillors had previously been involved in plans to develop Goshen Playing Field, Councillor Smith as Chair of the Local Area Partnership and as a Ward Councillor, and Councillor Ahmed as a Ward Councillor.
P.370A report by the Chief Planning Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 53250, 53307, 53402, 53456 and 53484.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.
P.371A report by the Development Manager was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Chief Planning Officer, were also included.
P.372A report by the Development Manager was submitted listing all recent Planning application decisions made by officers using delegated powers.
