P.281There were no declarations of interest made in respect of any items on the agenda.
P.283A report by the Borough Planning, Engineering and Transportation Services Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 48405, 48479, 48546, 48500 and 48501.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.
P.284A report of the Assistant Director (Planning, Engineering and Transportation Services) was submitted following the consideration of a Listed Building Consent application (47981) for the re-roofing of Bradshaw Head farmhouse at the meeting held on 23 July 2007. Following the approval of the application the Committee requested that a report be submitted to explain the background to the application in particular the judgements and assessments that officers had made in making their recommendation.

The Council’s Conservation Officer addressed the Committee to explain the report and answer questions from the Committee.

The Committee were informed of a suggestion made for officers to investigate the possibility of designating Affetside as a Conservation Area.

It was reported that Conservation Area status would require investigation into the historical and architectural significance of the area concerned. Preliminary investigations had indicated that Affetside did have some historical interest, although architecturally there were few buildings of significant interest. The process would involve consultation with the residents to establish the level of local support.
P.285A report by the Borough Planning, Engineering and Transportation Services Officer was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Borough Planning, Engineering and Transportation Services Officer, were also included.
