P.304Councillor Walker declared a personal interest in respect of planning application 54394, relating to Greenhill Primary School, Mile Lane, Bury, for the reason that he had been a Governor at the school.

Councillor Walker also declared a prejudicial interest in respect of planning application 54303, relating to land between 78 Mile Lane and Mile Lane Health Centre, Bury and planning application 54451, relating to the Co-operative Food Store, 78 Mile Lane, Bury, for the reason that he had become involved in previous applications relating to these development in his capacity as a Ward Councillor.
P.306A report by the Chief Planning Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 54299, 54303, 54353, 54367, 54368, 54451 and 54452.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.

The following planning applications were withdrawn from the agenda, by the applicant prior to the meeting :-

P.307The Development Manager submitted a report detailing the contributions made by S106 obligations in the past 12 months and summarises agreements that are outstanding.
P.308The Development Manager submitted a report providing statistical information on Enforcement Activity between 1 July 2011 and 30 September 2011 together with an update of Enforcement Activity since the last update on 19 July 2011.
P.309A report by the Development Manager was submitted listing all recent Planning application decisions made by officers using delegated powers.
P.310A report by the Chief Planning Officer was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Chief Planning Officer, were also included.
