PLANNING APPLICATIONS
Delegated decision: 1. That Approval be given to the following applications in accordance with the reasons put forward by the Assistant Director (Planning, Engineering and Transportation Services) in the report and supplementary information submitted and subject to the conditions included:- 49689 St Johns Church Hall, Parkinson Street, Bury - Moorside Ward Extension to rear of existing church hall to provide community library 49415 Greater Manchester Waste Ltd, Every Street, Bury - Moorside Ward Redevelopment of a household waste recycling centre (HWRC), transfer loading station (TLS) and green waste processing facility The approval is subject to an amendment to Condition 3, which now reads as follows: All work and other activity shall be confined to the following hours: For the Household Waste Recycling Centre between 0800hrs and 1800hrs during GMT and 0800 and 2000hrs during British Summer Time. That the Committee be Minded to Approve the following applications in accordance with the reasons put forward by the Assistant Director (Planning, Engineering and Transportation Services) in the report and supplementary information submitted and subject to the conditions included: 49672 Land Bounded by Foundry Street, Lord Street and South Cross Street, Bury - East Ward Erection of 66,510 square foot /6179 square metre non-food retails units with car parking and servicing The approval is subject to an amendment to condition 13 as follows: 49229 Land at Pilot Mill, Alfred Street, Bury - Redvales Ward Residential Development - 70 dwellings The approval is subject to an amendment made to condition 12, which now reads as follows: No development shall take place unless and until details of the means of enclosure in and around the development, including the acoustic fencing on the mill boundary bund, as well as of the refuse storage facilities for the apartments have been submitted to and approved in writing by the Local Planning Authority. The approved details shall be implemented and maintained in the approved positions as part of the approved scheme. Reason: In the interests of amenity and to secure a satisfactory development. 3. That approval be given to application 49815 relating to the Installation of a 12 metre high timber telegraph pole style telecommunications mast with tri-sector antenna; one ground based equipment cabinet and one lucy pillar cabinet located at Zaffer Engineering Huntley Mount Road, Bury - Moorside Ward. 4. That application 49717 located at 456 - 462 Bury Old Road, Prestwich - Holyrood Ward regarding the variation of Condition 4 of planning permission 47753 to allow retail unit to trade between 0600 hours and 2200 hours on Sundays and Bank Holidays (resubmission) be refused for the reason that the proposed extended opening hours would be detrimental to the amenity of neighbouring residents by reason of noise and disturbance. The proposed development therefore conflicts with the following policy of the Bury Unitary Development Plan. Policy S2/1 - All new retail proposals: Assessment Criteria. 5. That application 49295 located at land at Roach Bank, Pilsworth - Unsworth Ward regarding an office development be refused for the reason that the scheme would by reason of its size, scale and type give rise to additional volumes of traffic resulting in increased congestion which would be detrimental to the free flow of traffic and residential amenity in the area. The proposal therefore conflicts with UDP Policy EC6/1 - Assessing New Business, Industrial and Commercial Development
