2. That the Committee be Minded to Approve the following application in accordance with the reasons put forward by the Chief Planning Officer in the report and supplementary information submitted and subject to the conditions included:-

51576 Pilot Mill, Alfred Street, Bury - Redvales Ward
Residential Development - 50 dwellings, access roads, car parking, fencing and associated landscaping (resubmission)

3. That application 51699 regarding the Eagle and Child, 3 Whalley Road, Ramsbottom - Ramsbottom Ward for the creation of a decking area be refused for the following reason:
The application and submitted plans contain insufficient information in relation to the height of the decking and design of the railings to the car park to enable them to be properly assessed. As such, the proposed development would be contrary to the following Policy of the Bury Unitary Development Plan:Policy EN1/2 - Townscape & built design.

4. That application 51669 regarding 76-78 Water Street, Radcliffe - Radcliffe East Ward, relating to a change of use of rear of the ground floor and first floor of number 78 and the ground floor and first floor of number 76 from retail (Class A1) to massage parlour (Sui Generis) with new front entrance to number 76 and new access at rear to number 78 not be approved. That the Chief Planning Officer be requested to further consider wording for potential reasons for refusal (reflecting member concern on issues of location and character) and to refer the matter back to the next meeting of the Committee for consideration in the event that members resolve to refuse planning permission.

4. That application 51704 regarding land adjacent to 13 Windsor Close, Greenmount - North Manor Ward, for the erection of new dwelling (resubmission of planning application 51007) be refused for the following reason:
The proposed development would, by reason of its size, siting and design, constitute overdevelopment of the site to the serious detriment of the amenity of the neighbouring residents and character of the area. The proposed development therefore conflicts with the following UDP Policies and guidance:H2/1 - The Form of New Residential Development, H2/2 - The Layout of New Residential Development, H2/6 - Garden and Backland Development, EN1/2 - Townscape and Built Design, Development Control Policy Guidance Note 16 - Design and Layout of New Development in Bury.

P.244There were no declarations of interest made in any of the items on the agenda.
P.247A report by the Chief Planning Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers:

51576, 51669, 51694, 51699, 51704, 51727 and 51766.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.

A site visit took place prior to the meeting in respect of applications 51699, 51704 and 51731.
P.248A report by the Chief Planning Officer was submitted, provided statistical information on enforcement activity between 1 July 2009 and 30 September 2009. An update on enforcement activity since the previous report on 20 July 2009 was also included.
P.249A report by the Chief Planning Officer was submitted providing a brief analysis of performance within Development Control for Planning Applications and Appeals for the first half of the year 2008/2009 (April to September).
P.250A report by the Chief Planning Officer was submitted, which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Chief Planning Officer, were also included.
