That the Committee be Minded to Approve the following application in accordance with the reasons put forward by the Chief Planning Officer in the report and supplementary information submitted and subject to the conditions included: 53762 Bevis Green Works (Tetrosyl), Mill Road, Bury, BL9 6RE - North Manor Ward Outline residential development at Bevis Green (275 dwellings) with associated access, car parking, landscaping, and recreational open space (all matters reserved except access). The decision to approve is subject to the following additional condition:-
Condition 31. The development shall not be commenced unless and until an approved programme of traffic monitoring has been carried out on Ribble Drive, Lancaster Drive, Palatine Drive and Old Lane by the developer. Within six months of the occupation of 200 of the properties comprising the development, an equivalent programme of traffic monitoring shall be carried out by the developer, who shall then submit a scheme of traffic calming measures to the Local Planning Authority for the above mentioned roads for Local Planning Authority approval.
