P.16 FUTURE SITE VISITS
Delegated decision:

1. That consideration of the following application be deferred to the next scheduled meeting of this Committee on 19 June 2007:

47771 Land at Sheep Hey Farm, Leaches Road, Shuttleworth, Ramsbottom - Ramsbottom Ward
Tipping of inert waste (clay and sub soil only) (resubmission).

2. That arrangements be made for the Committee to visit the above site for the reason that the impact of the proposed development on the surrounding areas is difficult to appreciate from photographs and drawings.
P.17 PLANNING APPLICATIONS
Delegated decision:

1. That Approval be given to the following applications in accordance with the reasons put forward by the Borough Planning, Engineering and Transportation Services Officer in the report and supplementary information submitted and subject to the conditions included:-

Approval is subject to the inclusion of the following additional conditions:

Condition 10. Prior to the commencement of development, including any demolition or site preparation works, details relating to Close Circuit Television (CCTV) coverage fields, protective ATM bollards, safety zone markings to the ATM and fencing to secure the rear of the shop building shall be submitted to and approved in writing by the Local Planning Authority. The approved details shall be implemented prior to the shop hereby approved being occupied.
Reason - To ensure that adequate security measures are incorporated into the development pursuant to UDP Policy EN1/5 - Crime Prevention.

Condition 11. There shall be no fuel deliveries or vehicles associated with fuel delivery brought onto the site between the hours of 2000hrs and 0800hrs daily.
Reason - To protect the residential amenities of the adjoining dwelling pursuant to UDP Policy S4/4 - Car Showrooms, Car Sales Areas and Petrol Filling Stations.
Condition 12. Notwithstanding the details indicated on approved plan ref. 3903 03 Revision E, the development hereby approved shall not be commenced unless and until full details of improvements to the pedestrian access to the site from Rochdale Road, including the relocation of the existing freestanding advertisement unit, have been submitted to and approved in writing by the Local Planning Authority. The details subsequently approved shall be implemented to the written satisfaction of the Local Planning Authority before the development is brought into use.
Reason - To ensure good highway design in the interests of pedestrian safety pursuant to UDP Policy S4/4 - Car Showrooms, Car Sales Areas and Petrol Filling Stations.

Condition 13. The highway improvements indicated on approved plan ref. 3903 03 Revision E in the form of the widening of the Rochdale Road footway abutting the site shall be implemented to the written satisfaction of the Local Planning Authority before the development is brought into use.
Reason - To ensure good highway design in the interests of pedestrian safety, pursuant to UDP Policy S4/4 - Car Showrooms, Car Sales Areas and Petrol Filling Stations.

Condition 14. The car parking indicated on approved plan ref. 3903 03 Revision E shall be surfaced, demarcated and made available for use to the written satisfaction of the Local Planning Authority prior to the development hereby approved being brought into use.
Reason - To ensure adequate off street, car parking provision in the interests of road safety, pursuant to Policies S4/4 - Car Showrooms, Car Sales Areas and Petrol Filling Stations and HT2/4 - Car Parking and New Development of the Bury Unitary Development Plan.

P.14Councillor S Cohen declared a prejudicial interest in respect of application 47251 and left the meeting for the period that the application was considered.

Councillor T Chamberlain declared a prejudicial interest in respect of applications 47489 and 47969 and left the meeting for the period that the application was considered.
P.17A report by the Borough Planning, Engineering and Transportation Services Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 47715, 47825, 47920, 47661, 47893, 47753, 47767, 47875, 47977, 47771, 47831, 47969 and 47941.
Planning Control Committee 22 May 2007

Prior to the meeting, the Committee held site visits in respect of applications 47489 and 47753.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to two minutes for each speaker.
P.18A report by the Borough Planning, Engineering and Transportation Services Officer was submitted identifying recent changes made to the Register of Site of Biological Importance in Bury. The report also gave information on the purpose and application of the Register.
P.19A report by the Borough Planning, Engineering and Transportation Services Officer was submitted providing a brief analysis of performance within Development Control for the year 2006/2007 including comparisons from previous years.

The Committee expressed its’ satisfaction at the performance results achieved by the Development Control section.
P.20A report by the Borough Planning, Engineering and Transportation Services Officer was submitted providing statistical information on Enforcement Activity during 2006/2007, together with an update of enforcement activity since the last report in January 2007.

The Committee thanked the Enforcement Officers for their achievements in improving on their performance on planning enforcement within the Borough.
P.21A report by the Borough Planning, Engineering and Transportation Services Officer was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Borough Planning, Engineering and Transportation Services Officer, were also included.
