P.144 PLANNING APPLICATIONS

1. That Approval be given to the following applications in accordance with the reasons put forward by the Chief Planning Officer in the report and supplementary information submitted and subject to the conditions included:-

2. That application number 53981 regarding 87 Church Street, Ainsworth, Bolton (Radcliffe North Ward) for the variation of Condition 2 of 52380 - Approved drawings - Alterations in the design of the roof of two storey outrigger at front and rear, alteration of position of house, be refused for the following reasons :-

1. The proposed dwelling would, by reason of its height, massing, position and design, be a prominent and intrusive feature in the street scene and would therefore, be seriously detrimental to the visual amenities of the area. The proposed development therefore conflicts with the following policies of the Bury Unitary Development Plan:
EN1/2 - Townscape and Built Design
Ol1/2 - New Buildings in the Green Belt
H2/1 - The Form of New Residential Development

2. The proposed dwelling would be seriously detrimental to the residential amenities currently enjoyed by the occupier of the adjacent bungalow, by reason of its height, size and position. The proposed development therefore conflicts with the following policy of the Bury Unitary Development Plan:
H2/1 - The Form of New Residential Development.

P.141John Cummins, Planning Officer reported that the Draft National Planning Policy Framework had recently been published and may have had an impact on policy implications for the applications that the Committee were due to discuss at the meeting.

John explained that the Planning Officers had reviewed the applications on the agenda and that there were no new policy implications to be reported.
P.142There were no declarations of interest made at the meeting.
P.144A report by the Chief Planning Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 54011, 54110 and 54177.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.

P.145The Assistant Director of Planning, Environmental and Regulatory Services submitted a report providing a summary of the recent outcomes tour and analysis provided by members of the Planning Control Committee.
P.146A report by the Development Manager was submitted listing all recent Planning application decisions made by officers using delegated powers.
P.147A report by the Chief Planning Officer was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Chief Planning Officer, were also included.
