P.533 PLANNING APPLICATIONS
Delegated decisions:

1. That approval be given to the following seven applications in accordance with the reasons put forward by the Assistant Director (Planning, Engineering and Transportation Services) in the report and supplementary information submitted and subject to the conditions included:-

50549 - Land at Sparrow Park, Silver Street, Bury - Bury East Ward
Full planning permission for erection of war memorial for Lancashire Fusiliers at Sparrow Park, Silver Street, Bury (relocated from Wellington Barracks, Bolton Road, Bury).

50363 - 105 Ainsworth Road, Elton, Bury, BL8 2PY - Bury West Ward
Change of use from dwelling to house in multiple occupation (retrospective).

50596 - 77 Bury Road, Radcliffe, M26 2UT - Radcliffe East Ward

50621 - Plot 5, Land at High Street, Walshaw - Tottington Ward
Residential development - one detached dwelling.

2. That the Committee be minded to approve the following application in accordance with the reasons put forward by the Assistant Director (Planning, Engineering and Transportation Services) in the report and supplementary information submitted and subject to the conditions included.

50548 - Land at Wellington Barracks, Bolton Road, Bury - Bury West Ward
Listed Building Consent for dismantling and repair of existing war memorial at Wellington Barracks (to be relocated to Sparrow Park, Bury. See Planning Ref 50549).

3. That application 50588 - Tottington Ward relating to Toto Risorante, High Street, Bury, BL8 3AG for the redevelopment of the existing restaurant and adjacent mill to form a wine bar and restaurant with first floor open car park accessed from Grassington Court be deferred pending a site visit.

P.531Councillor M J Connolly declared a personal interest in Planning Application 50666, as he was acquainted with the applicant.
P.533A report by the Borough Planning, Engineering and Transportation Services Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 50549, 50363, 50548, 50666, 50535, 50660 and 50588.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.
P.534A report by the Assistant Director Planning, Engineering and Transportation Services) was submitted regarding an application made under Section 53 of the Wildlife and Countryside Act 1981 for modification of the Definitive Map and Statement by adding to it a byway open to traffic at the rear of Nos 20 to 30, Church Lane, Prestwich.
P.535A report by the Assistant Director (Planning, Engineering and Transportation Services) was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Borough Planning, Engineering and Transportation Services Officer, were also included.
P.536It was reported that this would be the last meeting of the Committee to be attended by Mr Terry Morgan of the Bury Times, who had opted to leave his position in light of developments at the newspaper.

The Committee thanked Mr Morgan for his contribution and wished him well in the future.
