Delegated decision:

That the Minutes of the Meeting held on 20 December 2006 be approved as a correct record and signed by the Chair.
P.925 FUTURE SITE VISITS
Delegated decision:

1. That consideration of the following application be deferred to the next scheduled meeting of this Committee on 28 February 2006:

45274 Former P J Power Site, Millett Street, Bury - Bury East Ward
Demolition of offices and service yard; erection of 21 apartments in a four-storey block and new office accommodation within a three-storey block

2. That arrangements be made for the Committee to visit the above site for the reason that the impact of the proposed development on the surrounding area is difficult to appreciate from photographs and drawings.

1. That Approval be given to the following applications in accordance with the reasons put forward by the Borough Planning and Economic Development Officer in the report and supplementary information submitted and subject to the conditions included:-

Outline application - erection of 55 apartments (resubmission)
The approval is subject to the following additional conditions:

Condition 13. The development, hereby approved, shall not be first occupied unless and until the parallel parking spaces and give way markings on Back Chesham Road South indicated on approved plan (4188/006 A) have been implemented to the written satisfaction of the Local Planning Authority.

Condition 14. The turning facilities indicated on the approved plan (4188/006 A) shall be provided before the development is brought into use and shall be maintained free of obstruction at all times.

Condition 15. The car park indicated on the approved plan (4188/006 A) shall be surfaced, demarcated and made available for use to the written satisfaction of the Local Planning Authority prior to the development, hereby approved, being occupied.

Condition 16. The doors to the proposed relocated sub-station shall not open outwards onto the adopted footway of Back Chesham Road South.

Condition 17. The foundations for the proposed development boundary walls shall not encroach under the adjacent adopted highway at any point.

Outline planning application - mixed use development comprising shopping; financial and professional services; food and drink within the A1, A2, A3, A4 and A5 use classes; residential uses; community, health, nursery, education, cultural, assembly and leisure uses within the D1 and D2 use classes; nightclub uses; multi-storey and other car parking; new streets; highways and other means of access and circulation; and other associated works and facilities.

The Minded to Approve decision is subject to:

- Satisfactory resolution of the outstanding issues that have been raised and the submission of a further report to the Planning Control Committee.
- A Section 106 legal agreement and referral to the Government Office North West.

3. That application 45666 Irwell Street, Bury - Bury East Ward regarding the extension of an existing car park and creation of new access be refused for the following reason:

The proposed development would be seriously detrimental to the residential amenity of the occupiers of Irwell Street and Lower Bank Street associated with the proposal. The proposed development therefore conflicts with the following policy of the Bury Unitary Development Plan: CF1/1 - Location of New Community Facilities.

4.That application 45463 The Residences, Scholes Lane, Prestwich - Sedgley Ward regarding a retrospective application for the retention of security entrance gates and pillars (retrospective) be refused.

P.923Councillor M Connolly declared a prejudicial interest in respect of application numbers 45426 and 45424 and left the meeting room during their consideration.
P.926A report of the Borough Planning and Economic Development Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers:
45274, 45426, 45629, 44834, 45424, 45421, 45600 and 45554.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to two minutes for each speaker.
P.927A report of the Borough Planning and Economic Development Officer was submitted which presented details of recent decisions made by the Planning Inspectorate.
