That the Minutes of the Meeting held on 20 April 2010, be approved as a correct record and signed by the Chair.
P.16 SITE VISIT
Delegated decisions:

1. That consideration of the following application be deferred to the next scheduled meeting of this Committee on 15 June 2010:

52374 The Dragon, Parr Lane, Bury - Unsworth Ward
Demolition of existing public house and redevelopment to form 348 square metres gross ground floor retail unit with B1 office over and associated works (Resubmission) of 52029)

2. That arrangements be made for the Committee to visit the above site for the reason that the impact of the proposed development on the surrounding areas is difficult to appreciate from photographs and drawings.

(Note: Councillor K Audin abstained from voting on the proposal for a site visit).

That Approval be given to the following applications in accordance with the reasons put forward by the Chief Planning Officer in the report and supplementary information submitted and subject to the conditions included:-

52136 JLT House, Brook Street, Racliffe - Radcliffe East Ward
Outline planning application for the erection of 20 two/three storey houses in four blocks and four-storey block of 10 apartments.
The decision to approve is subject to the following additional condition:

Condition 22. Notwithstanding the layout of the access to Brook Street shown on plan number 2543:20 rev D, a scheme relating to the details for the layout of the access junction and roadway shall be submitted to and approved in writing by the Local Planning Authority as part of the first reserved matter relating to the site. The approved details only shall be implemented as part of the approved development.
Reason - To ensure that good standards of access and good levels of residential amenity is provided to the residents of Brook Street and pursuant to Unitary Development Plan Policy H2/2 - The Layout of New Residential Development.

P.14There were no declarations of interest made in respect of any of the items on the agenda.
P.17A report by the Chief Planning Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 52296, 52303, 52374, 52401 and 52451.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.

Councillor D O’Hanlon spoke as a Ward representative in respect of application 52451.

Prior to the meeting a site visit was held in respect of application 52136.
P.18A report by the Temporary Chief Engineer was submitted seeking approval to an application to divert part of Public Footpath Number 15, St. Andrews, Radcliffe to improve security and land management.
P.19A report by the Chief Planning Officer was submitted which presented a summary of recent planning and planning enforcement decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Chief Planning Officer, were included.
P.20A report of the Chief Planning Officer was submitted listing all recent Planning application decisions made by officers using delegated powers for the period 7 April 2010 to 12 May 2010.

The Committee was informed that details and progress of all planning applications could be viewed and tracked through the E-Planning services web page on the Bury Council web site. The Chief Planning Officer invited all members to contact him for training on the use of the system.
