Approval is subject to amendment of Condition 4 and an additional Condition 16 as follows:

Condition 4. Prior to the commencement of work on site a scheme shall be submitted to and approved by the Local Planning Authority for the stripping, storage on site and subsequent reinstatement of all the top soil and subsoil within the area to be traversed by heavy vehicles and machinery as shown on plan ref: P188-002. The scheme shall include the method of stripping, the areas for storage and a programme of works to demonstrate how the land is to be reinstated prior to the expiry of this consent on the 31st March 2009. The approved scheme then be implemented immediately upon commencement of works on the site and completed by the 31st March 2009

Condition 16. No development shall be carried out unless and until full particulars of the footpaths to be provided from the car park to serve the proposed fishing platforms on the southerly side of the reservoir, the provision of fishing pegs accessible for the disabled and the provision of car parking facilities for the disabled have been submitted to and approved by the Local Planning Authority. The details shall include particulars of construction of the footpaths and fishing pegs, the gradient of the footpaths and the making out of the parking spaces with full regard given to the needs of disabled persons. The development shall not be carried out other than in accordance with the approved details.

P.329Councillor W J Davison declared a prejudicial interest in respect of application 46044 and withdrew from the meeting for the period that the application was considered.
P.331A report of the Borough Planning Engineering and Transportation Services Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers:
46524, 46541, 46426, 46489 and 46540
The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to two minutes for each speaker.
P.332A report of the Borough Planning Engineering and Transportation Services Officer was submitted providing details of the Planning Enforcement Activity for the period 1st April to 30th June 2006.

The Committee welcomed the enforcement action taken by officers and requested that the enforcements be publicised throughout the Borough to ensure a strong message was given.
