1. That consideration of the following applications be deferred to the next scheduled meeting of this Committee on 22 November 2005:

1. That Approval be given to the following applications in accordance with the reasons put forward by the Borough Planning and Economic Development Services Officer in the report and supplementary information submitted and subject to the conditions included:-

2. That the Committee be Minded to Approve the following applications in accordance with the reasons put forward by the Borough Planning and Economic Services Development Officer in the report and supplementary information submitted and subject to the conditions included:

44876 Land at Bridge Hall Lane, Bury - Bury East Ward
Residential Development - erection of 24 apartments
The minded to approve decision is subject to the completion of a legal agreement covering provision of a commuted sum towards recreation open space. The Borough Planning and Regeneration Officer is, therefore, delegated authority to refuse to the application if the legal agreement has not been completed by 21 November 2005.

45044* Bradley Fold Industrial Estate, Bradley Fold Road, Bolton - Radcliffe North Ward
Erection of small and medium sized enterprise units and vehicle park.
The Minded to Approve decision is conditional that confirmation is received from English Nature, the Greater Manchester Ecology Unit and the Environment Agency in respect of the acceptability of the ecological study, report and mitigation proposals for the Site of Biological Interest (SBI). Delegated Authority to make a final decision is given to the Borough Planning and Economic Development Services Officer in consultation with the Chair.

3. That application 45144 relating to land to rear of 24/26 The Drive, Bury - Moorside Ward for the erection of a detached dwelling (outline) be refused for the following reasons:

- The proposed development would result in an intensification of the use of the surrounding roads which are inadequate in terms of width and alignment to accommodate parked cars as well as increased traffic flows to the site. The proposed development therefore conflicts with the following policy of the Bury Unitary Development Plan: H2/2 - The Layout of the New Residential Development.

- The proposed development by reason of the size of the site and existing features would be inadequate to accommodate a new residential property and would thereby conflict with the following policies of the Bury Unitary Development Plan: H1/2 - Further Housing Development; H2/1 - The Former of the New Residential Development; H2/2 - The Layout of the New Residential Development; H2/6 - Garden and Backland Development

4. That application 45142 relating to Bankfield Mill, Pitt Street, Radcliffe - Radcliffe West Ward for the erection of three 3 storey blocks containing 42 apartments (outline) be refused for the following reasons:

- The development would result in an overdevelopment of the site and, by reason of the massing and extent of the blocks, it would lead to a visually dominant and intrusive building form that would harm, to an unacceptable degree, the established character of the surrounding residential area. The proposal would, therefore, conflict with the following policies of the Bury Unitary Development Plan: H2/1 - The Form of new Residential Development; H2/2 - The layout of New Residential Development and EN1/2 - Townscape and Built Design

- The additional traffic generated as a result of the development would result in the undue intensification of use of the surrounding roads to the detriment of highway safety and residential amenity: H2/1 - The Form of New Residential Development and HT4 - New Development

5. That application 45243 relating to JSM Motorway Services Ltd, the Garage, 21 Pearson Street, Bury - Moorside Ward for the Installation of a 13.6 metre high Vodafone timber telecommunications monopole to accommodate street work antennas within a GRP shroud and 2 transmission dishes with associated radio equipment housing and ancillary development be approved.

6. That delegated authority be granted to the Borough Planning and Economic Development Services Officer, in consultation with the Chair, to approve application 45263 19 Hilltop Avenue, Whitefield - Besses Ward for the Conversion of 4 studio apartments to 4 one bedroom flats with 2 part 2 storey part single storey extensions at rear and parking to side for 4 vehicles (resubmission).
The approval of the application is conditional that the width of the access to the site is assessed to ensure that it is accessible to motor vehicles to the satisfaction of the planning officer.

P.642Councillors K S Briggs and M Connolly each declared a prejudicial interest in respect of application number 45044 and left the meeting room for the period that the application was under consideration.
P.645A report of the Borough Planning and Economic Development Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 44876, 45033, 44967, 45252, 45191, 45044, 45142, 45117, 45002, 45263, 45141 and 45146.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to two minutes for each speaker.
P.646A report of the Borough Planning and Economic Development Services Officer was submitted which presented details of recent appeal decisions made by the Planning Inspectorate and recent appeals lodged against decisions of the Council.
