P.462 PLANNING APPLICATIONS

1. That Approval be given to the following seven applications in accordance with the reasons put forward by the Assistant Director (Planning, Engineering and Transportation Services) in the report and supplementary information submitted and subject to the conditions included:-

Approval is subject to the following additional condition:-

4. That application 50460 relating to Whitefield Health Centre, Bury New Road - Pilkington Park Ward for full planning permission for the development of the existing health centre and ancillary buildings involving the erection of a new three storey primary care centre, landscaping, temporary use of tennis court adjacent to Stand Cricket Club for patient parking and contractors compound then re-instated to practical use following development completion be refused for the reasons stated in the report submitted.
P.463 AFFORDABLE HOUSING WITHIN THE ROCK TRIANGLE SCHEME
Delegated decision:

That approval be given to the following amendments to the existing Section 106 obligation:-
1. No affordable housing units to be included within the Rock Triangle development;
2. The requirement for payment to the Council for the provision of affordable housing in the event that property values rise during the build period.

P.4601. Councillors M J Connolly and A J Cummings stated that they had been present at a briefing provided by United Utilities regarding the proposals involved in application 50274. The Councillors confirmed that this was not a lobbying meeting and was for information purposes only. Councillors Connolly and Cummings stated that they not passed comment or pre-determined the application would not be declaring an interest and would speak and vote on the application.

2. Councillor M D’Albert informed the meeting that her political group rented offices from one of the objectors to application 50461. Councillor D’Albert stated that she would not be declaring an interest and would vote on the application.
P.462A report by the Borough Planning, Engineering and Transportation Services Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 50274, 50603, 50487 and 50460.

The Committee were informed that the outline application 50250 regarding land at West of Old Hall Lane, Whitefield for the erection of a new primary school, had been withdrawn by the applicant.
The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.

Councillor Taylor reported that following the site visit in respect of application 50461, he had contacted the Operational Services Manager for the Turning Point establishment at 4 Glebelands Road, regarding the concerns raised by the local residents during the visit. Two project management representatives had been present and were unable to answer questions regarding the day to day operational aspects of the establishment. The Committee and objectors present at the meeting were informed that the Operational Service Manager had given an undertaking to address each of the concerns relating to parking, confirmation of the number of residents living in the building, residents conduct and visits by residents guests. None of the issues referred to related to the planning application being considered.
P.463A report by the Assistant Director (Planning, Engineering and Transportation Services) was submitted regarding a request from Thornfield Properties on the existing obligation to provide Affordable Housing as part of the new Town Centre development (reference 48384). The request sought to amend the obligation to provide 15% of the residential units as affordable housing in view of worsening economic climate. The variation would result in no affordable housing units on the development, although there would be provision for payment to Council for the provision of affordable housing should property values rise over the build period.

Members expressed their concern regarding the loss of the affordable housing from the Rock Triangle development resulting from ongoing problems within the housing market and the economic climate.
P.464A report by the Assistant Director (Planning, Engineering and Transportation Services) was submitted providing the Committee with a brief analysis of performance within Development Control for Planning Applications and Appeals for the first half of the year 2007/2008.
P.465A report by the Assistant Director (Planning, Engineering and Transportation Services) was submitted providing the Committee with statistical information on Enforcement Activity during 1 April 2008 and 30 September 2008 and the current formal action as at 4 November 2008.
P.466A report by the Assistant Director (Planning, Engineering and Transportation Services) was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Borough Planning, Engineering and Transportation Services Officer, were also included.
