DETERMINATION OF AN APPLICATION TO REGISTER LAND KNOWN AS THE LODGES, WALSHAW, BURY, AS A TOWN OR VILLAGE GREEN UNDER THE COMMONS REGISTRATION ACT 1965

Delegated decision: That this Committee, as the Registration Authority, accepts the recommendation of the Inspector, and rejects the application to register the land known as the Lodges, Walshaw as a Town or Village Green.

1. To approve the following applications with the reasons put forward by the Borough Planning and Economic Development Officer in the report and any supplementary information submitted and subject to the conditions included:-
43014 - Heaton Park Congregational Church, Newtown Street, Prestwich - Holyrood Ward. Demolition of club and out buildings and new church/Community facility with seven apartments and conversion of existing church buildings into 16 apartments.
43005 - Heaton Park Congregational Church, Newtown Street, Prestwich - Holyrood Ward List of building consent in respect of the above application.
43128 - 329 to 331 Ainsworth Road, Radcliffe - Radcliffe East Ward Alterations to shop front and rear extension.
43278 - Top o the Shutts Farm off Crosby Road, Radcliffe - Radcliffe East Ward Conversation of barn into dwelling.
39479 - Genesis House, Stopes Road, Little Lever, Bolton - Radcliffe North Ward Alterations and extensions to form a dental training school and other ancillary accommodation.
2. That the Committee refuse application number 42854 - 425 Holcombe Road, Greenmount - North Manor Ward Residential development - 1 detached dwelling for the following reasons:-
(i) The proposed dwelling by reason of its height, size and nearness to the adjoining dwelling at 419 Holcombe Road would be detrimental to the amenities enjoyed by that dwelling contrary to Policy H2/1 (b) of the Bury Unitary Development Plan;
(ii) The proposed dwelling by reason of its design, in terms of the materials used and the design of the road, would not be in keeping with the character of the area contrary to Policy H2/1 (c) of the Bury Unitary Development Plan.
3. To note that application number 42824 relating to a three storey block of 37 retirement apartments at Old Dunsters Farm, Hebburn Drive, Bury has been withdrawn.

PROPOSED TANNERS AND BURY NEW ROAD CONSERVATION AREAS, EXTENSION TO RAMSBOTTOM CONSERVATION AREA, RAMSBOTTOM

Delegated decision:
1. That the Tanners and Bury New Road Conservation Areas should be designated in line with the originally proposed boundaries, as shown on the plans submitted at the meeting.
2. That the Ramsbottom Conservation area be extended to include Irwell Bridge Mills and other properties as shown on the plan submitted at the meeting.
3. That the Borough Planning and Economic Development Officer be requested to prepare conservation area appraisals and action plans for each of the three areas in 1. and 2. above, and to encourage local communities to be involved in the process.
