HRA.655 BURY'S RESPONSE TO THE CHILDREN ACT 2004 - COMPLETING THE REORGANISATION OF BUSINESS SUPPORT SERVICES
Delegated decision:

1. That approval be given to the redistribution of the Strategic Support and
Finance sections within the former Social Services Department and the placement of employees into either the Children’s or Adult Care Department, in accordance with the identified primary roles.

2. That the complaints function for Children’s and Adult Social Services
continue to be delivered from one team located within the Adult Care Department.

3. That managerial responsibility for the maintenance and development of RAISE (Social Services IT system) be transferred to Children’s Services but continue to provide support to both Departments (Adults and Children’s Services).

4. That the post of Assistant Director (Strategic Support Services) in Social Services be disestablished and the post holder “ring fenced” for interview for the vacant post of Assistant Director (Operations) within the Adult Services Department.

5. That the post of Finance Manager (Social Services) be re-designated as Head of Business Support and Development for the new Adult Care Department.

6. That the post of Head of Schools Planning and Management (Education and Culture Department be de-designated as Head of Strategic Planning and Management (Children’s Services).

HRA.653Members of the Panel were requested to consider whether they had an interest in any matters to be discussed at the meeting. None were declared.
HRA.654There were no members of the public present to ask questions at the meeting.
HRA.655The Director of Personnel introduced the report and outlined action that had been taken in response to the Children Act 2004, Adult Services Legislation and Housing Re-organisation. This had resulted in the establishment of the Adult Care and the Children’s Services Departments.

Staff from the former Social Services Department had been aligned to specific tasks with either a child or adult focus. Reference was made to the requirement for a specific complaints process for social services issues which would operate away from the corporate complaints function. It was recommended that this would remain with the Adult Care Services. As part of the process a 20 day consultation process was undertaken on 11 July 2005 involving staff and Unison. The proposals were broadly accepted and communication would continue on the change process.

The report also gave details on proposed changes to the senior management structure within Adult and Children’s Services.
