OSC.548The Chair, Councillor Hankey, reported on the appointment of Councillor Bevan to replace Councillor Walker on the Committee. With the agreement of the Committee it was noted that Councillor Bevan would Chair the Environmental Services/CCTV Review Working Group.

OSC.550Mr John Jackson addressed the Committee and expressed his displeasure at the new LED street lighting that had been installed on Lomand drive and the surrounding side streets. Mr Jackson expressed concerns in relation to the lack of consultation with residents and the poor response he had received from Customer Services when raising concerns about the new lighting. Further concerns were highlighted in relation to the perceived lower level of lighting and the associated dangers in terms of crime and public safety.

Mr Jackson presented a petition of 40 signatories requesting that the lighting be returned to the original standard.

The Cabinet Member for Neighbourhoods and Regeneration explained that the decision to replace the lights on side streets with LED Lanterns was a means of enabling the Council to reduce long term lighting costs and the also reduce its carbon footprint. It was reported that currently all failing lights were replaced with LED lights.


In response to Mr Jacksons’ concerns about the level of lighting, the Cabinet Member explained that all replacement lighting should be compliant with British Standards and undertook to ensure that this was the case with the lighting around the Lomand Drive area.

During the discussion of this item, Phillip Hewitt, the Council’s Street Lighting Engineer, undertook to further discuss Mr Jacksons’ concerns with him outside of the meeting.
