BETF.214 | Councillor Rothwell declared personal interests in items relating to Minute BETF 221, Community Funding Report, in so far as it related to Bury Society for Blind and Partially Sighted and Friends of Hoyles Park.

BETF.216 | (1) Road Markings on Church and Bell Lane
Councillor Holt gave an update on progress following a discussion with the relevant Officers and agreed to report further to the next meeting.
(2) Area of Land off Gigg Lane
Reference had been made at the last meeting to young people gathering on land off Gigg Lane and local people being asked for ideas as to its potential future use. Councillor Smith reported that the Springs Tenants Management Association had been involved in plans for the site and the matter should be resolved during the next 12 months.
(3) Status of Groups and Bidding for Funding
Discussion had taken place at the last meeting as to how Groups wishing to bid for funding, who did not have the requisite constitution and insurance, could be assisted.
David Thomas will give an update at the next meeting.

BETF.217 | A report of the Communities Manager was submitted which informed the Forum of changes made to the Operating Framework by Council on 16 May 2012, following a review of the Township Forum Initiative.

BETF.218 | David Thomas gave a presentation on the Alcohol Prospectus Fund which had been announced on 23 March 2012, and to which a bid would be made to address alcohol related issues within East Bury. Features of the bid included local input through Participatory Budgeting; a series of outcomes achieved through strong inter-agency working and support for projects as part of the bidding process.
In response to questions asked the following issues were raised:-
- Engagement with young people had taken place.
- Would information on current Licensing Laws and Policies be fed into the process?
- A publicity drive would hopefully obtain the involvement of a significant number of community groups.
- The Public Health Team had been involved in the process.
- Police initiatives had been deployed in the past to target drinking amongst young people including Operation Rockingham and Operation Henbury.

BETF.219 | Rukhsana Haq gave a presentation on the BARDOC Scheme which had, since 1996, been operated by 14 GPs to provide Out of Hours Service in Heywood, Middleton, Rochdale and Bury. Since November 2011, the organisation had operated as a Community Benefit Society.
Mrs Haq was thanked for her presentation.

BETF.220 | A copy of the Bury East Township Forum Area Plan was submitted, together with the Equality Analysis carried out to support the Plan.
The Plan was an evolving document which would be regularly updated and subject to monitoring and review by the Township Forum.

BETF.223 | The Chair, Tan Ahmed, invited questions, comments and representations from members of the public present at the meeting. Questions were asked and comments made on the issues detailed below.
Dave Thomas (Township Co-ordinator) undertook to obtain a reply to matters which could not be dealt with at the meeting.
- Mr Hill sought clarification as to why residents moving into Pimhole had to pay £25 for a new bin.
- The building formerly occupied by Six Town Housing was now used by a company called Bury Debt Service.
- Residents asked for updates on the Six Town Housing Boiler Replacement Programme and replacing damaged fencing.
- Concern was expressed at the impact that further staff losses would have on the Bury Ranger Service including the impact on supporting volunteer rangers. Councillor Smith explained how residents could contribute to the Plan for Change Service Reviews, including the one relating to Parks and Countryside.
- It was pointed out that land adjacent to Bury Market was not owned by the Council.
- Residents again asked for an Officer from Highways to attend the meeting, in order to answer residents concerns about traffic management issues.
In closing the meeting, the Chair passed on the Forums congratulations to Harry Reed following his Freedom of the Borough Award on 4 July 2012.
