RTF.153There were no declarations of interest made at the meeting.
RTF.155A report was submitted which outlined changes to the Operating Framework following a review of the Township Forum Initiative. These had been agreed by Council on 16 May 2012.

It was reported that one of the principal amendments concerned non-attendance by Advisory Group Members and a directive that Advisory Group Members who do not attend up to two consecutive meetings of the Township Forum and do not send apologies will be removed from the Advisory Group and their place offered to other Groups in accordance with the appointment procedures laid down. This was now the case with regard to the membership of Radcliffe Traders and Bradley Fold Resident Association.
RTF.156The Chair asked those present to offer suggestions as to how the Council could more effectively promote meetings of the Township Forum to ensure increased public attendance.

Whilst a number of suggestions were put forward in terms of publicising meetings, it was felt that the presence of Police and Highways representatives at meetings of the former Area Boards had assisted in persuading members of the public to attend. It was also suggested that giving delegated powers and some budgetary control would make a difference. However, it was accepted that the current arrangements were still at an early stage and there were opportunities to generate wider public interest. It was anticipated that major issues would appear on future agendas and this again would generate interest. It was also felt that added interest would be provided through presentations from other Radcliffe Groups. Some suggestions made are set out below:

• Notices and Posters in Town Centre locations, libraries and Park Notice Boards;
• The use of Twitter; Facebook; E Mail and the Council Web Site
• Publicity leaflets being inserted into Bin Recycling Sheets;
• Utilising contacts wit h community groups and NHS Locality Boards.
• Newsletters
• Recognise the influence of “word of mouth.”
RTF.157Mr David Wilson of 24 Pilkington Road, Radcliffe, spoke of the inconvenience caused to residents during and following an event at Radcliffe Borough Football Club. Although the Club had obtained a Licence based on certain assurances to residents, it was felt that these had not been adhered to. This resulted in a number of problems for residents through a lack of controlled car parking; excessive noise; anti-social behaviour involving drug dealing and damage to footpaths.

Residents were concerned that further events were planned. It was pointed out that each event would require an application to the Licensing Hearings Panel and issues raised would have to be taken into account.

In response to a suggestion that Close Park would provide a better venue for such events, it was reported that problems associated with flooding and ground quality would cause difficulties.
RTF.158(a) Groundwork

Tony Taylor gave a presentation which focussed upon:

• The Prince’s Trust Team Programme, a 12 week Personal Development Programme, which included programmes in Radcliffe and Prestwich during September 2012;

• The attainment by Groundwork UK of the Youth Contract for Manchester and North West

• Improvement Work to be undertaken on the canal towpath.

• A mini-Olympics event across Bury during July and August, including ‘The Rec’ on Bright Street, Radcliffe, on 12 August 2012.

• Painting project at Radcliffe Hall Primary School.

(b) Ainsworth Community Association - Progress on improvement project following funding approval.

(c) Youth Cabinet Advisory Group - The Circle of Influence event had been attended by 80 young people. On Sunday 15 July 2012, the Walking Rainbow event would take place.

(d) Bolton Road Tenants and Residents - Events including bingo sessions and chair based movement and music.

(e) Radcliffe Girls and Boys Club - A report would be provided to a future meeting.

(f) Radcliffe Brass Band - Concert on Sunday 15 July 2012 to raise funds for renovation work at Radcliffe Parish Church.

(g) Radcliffe Heritage - An archaeological event would take place at Close Park on 14 July 2012.
RTF.159A copy of the Radcliffe Township Forum Area Plan was submitted together with the Equality Analysis carried out to support the Plan.

The Plan was an evolving document which would be regularly updated and subject to monitoring and review by the Township Forum.
