Councillor Campbell seconded the motion.

C.367 | The following Notice of Motion had been received from Councillors Byrne, Campbell, Connolly, Cassidy, Holt, Smith, Chaudhry and Rothwell, who had convened this Extraordinary Meeting of the Council, to debate this Motion:-
This Council fully supports the principle of an open and transparent Pay and Grading Review. However, we express our deep concern at the way the process has been handled.
We deplore the actions of the Leader and the Executive member for Human Resources in failing to address the needs of the staff seriously affected by Job Evaluation. Namely:
- The Leaders failure to attend the Corporate Joint Consultative Committee meeting held on 28 August 2008
- The Executive Member for Human Resources complete misrepresentation of the wishes of the JCC at the Executive meeting on 3 September 2008.
- The Leaders total contempt for the Scrutiny process through his non-attendance at the Resource and Performance Scrutiny Commission meeting scheduled for 25 September 2008.
We, therefore, ask that the Executive suspend any decisions made on the use at the Executive meeting scheduled for 29 October 2008. Furthermore, we demand the establishment of an all-party working group to meet within the next 5 working days to consider proposals to alleviate the desperate position many of our valued staff find themselves in.
It was moved by Councillor Holt and seconded by Councillor Connolly that the Motion be approved.
Following a detailed debate, an amendment was moved by Councillor Pickstone and seconded by Councillor Baum by way of the deletion of all the words of the Motion and the substitution of the following words:-
This Council fully supports the principle of an open and transparent Pay and Grading Review. However, we express our deep concern at the way the process has affected staff relations and morale.
Council therefore resolves to begin a process which involves all parties and Trades Union representatives to develop a package of measures to support staff adversely affected by the scheme.
Following a lengthy debate on the amendment, it was moved by Councillor Brown and seconded by Councillor Cohen that the question be now put which was passed by the Council.
On being put, with 22 members voting for, 24 voting against and with the Mayor abstaining, the amendment was declared lost.
With no further amendments being moved and prior to the voting on the substantive motion, at least 8 Members requested that the voting be recorded to show how each member cast their vote.
