RESOLVED:

C.1006There were no interests declared by Members in relation to any matter considered at the meeting.

C.1007Illness of Councillor J F Walton

The Worshipful the Mayor informed the Council of the admission to hospital of Councillor Jack Walton and that he had undergone an eye operation today.

The Mayor, on behalf of all Members, offered Councillor Walton the sincere wishes of the Council for a speedy and full recovery.
C.1008Questions were asked on the following issues during public question time:-

• from Mr K Rothwell concerning the closure of Ward 31 (Psychiatric Ward) at Fairfield Hospital, Bury.

• from Mr R Miles concerning a complaint about a blocked drain.

C.1009Minute EX.962 of the Executive on 15 January 2003 - Calculation of Council Tax Base 2003/2004

It was moved by Councillor Byrne, seconded by Councillor W A Campbell and:-

C.1010The Leader of the Council made a Statement on the work of the Executive.

The Leader and Executive Members answered questions asked by Members of the Council on the following issues:-

C.1011There were no scrutiny review reports or specific items 'called in' by Scrutiny Panels/Commissions to be considered at this Council meeting.

C.1012(i) It was moved by Councillor Pickstone and seconded by Councillor Davison that the following Notice of Motion submitted under Council Procedure Rule 12 be approved:-

“This Council welcomes the prioritisation of delivering for young people as agreed at the 2002 Warwick University forward planning event.

It is concerned at the limited progress achieved in developing a revised Young Peoples Strategy to implement this priority.”

In the names of Councillors T D Pickstone and W J Davison.

(ii) An amendment was moved by Councillor G Campbell and seconded by Councillor Mason by way of an addendum to the Motion as follows:-

“This Council welcomes Bury’s ‘Transforming Youth Work Development Plan’ based on the Government’s guidelines to modernise and deliver an excellent youth service.

Also welcome is the committed extra Government funding for Youth and Community Services, advised in the new Education Formula Spending system.

We, therefore, congratulate Ivan Lewis, Parliamentary Under Secretary for Young People and Adult Skills, for the part he has played in highlighting these issues and the success he has had in his dealings with the Chancellor of the Exchequer.”

On being put, 26 voted for and none against with 15 abstentions, the amendment was declared carried.

(iii) The substantive motion on being put, 26 voted for and none against and with 15 abstentions, was agreed and it was:-
