C.560 DECLARATIONS OF INTEREST
1. Councillor Connolly declared an interest in any item which related to staffing as his partner is an employee of Bury Council.

2. Councillor Cummings declared a personal interest in Minute C. 571, “Greater Manchester Joint Waste Plan Document Plan for Adoption”, as he represented the Council on the Greater Manchester Waste Disposal Authority.

3. Councillors Bayley, Pickstone and Tariq declared personal interests in questions relating to Six Town Housing as they represent the Council on that Organisation’s Board.
C.561 MINUTES OF THE COUNCIL
RESOLVED:

That the Minutes of the meeting of the Council held on 14 December 2011 be approved as a correct record and signed by the Mayor.

C.562 MAYORAL COMMUNICATIONS AND ANNOUNCEMENTS
The Mayor referred to the recent death of Councillor John Byrne and paid tribute to his contribution to civic and political life in Bury as a former Leader and Mayor. Members observed a brief silence as a mark of respect.

C.566 NOTICE OF MOTION
A Motion on Fire Services in Bury and Ramsbottom had been received and set out in the Summons in the names of Councillor Ahmed, Bevan, Bibby, Brown, Caserta, Cohen, Gartside, Gunther, Hankey, Harris, Hurst, Hussain, Taylor, Theckston, Vincent, Walker, Walton, Wiseman and Wright.

In the absence of a Member to move the motion, the Mayor ruled that it would not be considered.
C.567 SCRUTINY REVIEW REPORTS AND SPECIFIC ITEMS CALLED IN BY SCRUTINY COMMITTEES
There were no Scrutiny Review Reports or specific items ‘called in’ by the Internal Scrutiny Committee to be considered at this Council meeting.
C.568 9. JOINT AUTHORITIES REPORT BY THE COUNCIL REPRESENTATIVE AND QUESTIONS
(a) Councillor Matthews, the Council’s representative, on the Greater Manchester Fire and Rescue Authority, gave a verbal report on the work of the Authority to all Members of the Council

(b) The following question had been received in accordance with Council Procedure Rule 11.2

There were no written questions on the work of the outside bodies or partnerships on which the Council is represented, submitted in accordance with Council Procedure Rule 11.2.
C.570 DELEGATED DECISIONS OF THE COUNCIL COMMITTEES
There were no written questions asked on the delegated decisions of the Committee or Scrutiny Commissions contained in the Digests of Decisions No.d
7 and 8 (2011/2012).
C.571 GREATER MANCHESTER JOINT WASTE PLAN DEVELOPMENT PLAN DOCUMENT %u2013 PLAN FOR ADOPTION
The Executive Member for Environment and Economy submitted a report which recommended the adoption of the Greater Manchester Joint Waste Development Plan Document and subsequent changes to the Bury District’s Proposal Map.

It was moved by Councillor Isherwood and seconded by Councillor Cummings that the report and recommendations be approved.

On being put the recommendation was unanimously carried and it was:

RESOLVED:

That this Council approve the Adoption of the Greater Manchester Joint Waste Development Plan Document and subsequent changes to the Bury District’s Proposal Map.

The meeting started at 7.00 pm and ended at 8.35 pm.
