CA.777 | In response to a question from Mr Rob Trueblood, concerning the outcome of the Plan for Change consultation, the Leader of the Council confirmed that all suggestions and comments had been considered and analysed. With regard to final decisions on the Budget, the Leader explained that this would be a matter for the Full Council meeting.

CA.778 | A report by Cabinet Member for Finance and Resources was submitted which informed Members of the financial performance of the Council for the months of April 2012 to December 2012 for the Revenue Budget, the Capital Budget and the Housing Revenue Account. It also provided projections, based on current trends and information, of the likely outturn at the end of 2012/2013.

CA.779 | A report was submitted by the Cabinet Member for Finance and Resources and the Cabinet Member for Neighbourhoods and Regeneration which detailed the proposed Housing Revenue Account for 2013/2014 and explained that the Governments rent policy and convergence timetable would lead to an average rent increase for Dwellings and Garages of 5.00%.
As a result of the introduction of rent restructuring, individual property rents were now set according to their valuation, size and relative local earnings resulting in a range of rent increases/decreases throughout the Borough. These were detailed in the report. The report also recommended amended charges for Sheltered Support, Amenities and Heating and Furnished Tenancy charges.

CA.780 | The Cabinet Member for Finance and Resources submitted a report detailing:-
- The Capital Programme 2013/2014 to 2015/2016 (Section A)
This sets out the draft Capital Programme and a forecast of the available resources for 2013/2014 to 2015/2016. In view of the continued very difficult budget situation the report recommended that the Programme be limited to those schemes that are fully funded from external sources. - The Revenue Budget 2013/2014 to 2014/2015 (Section B)
This examined the position of the Revenue Budget and also outlined other important budget issues including the final Local Government Finance Settlement for 2013/2014, the forecast outturn for 2012/2013, the budget strategy for 2013/2014 and 2014/2015 and the approach to balancing the budget as set out in the Plan for Change.
The report also examined the robustness of the assumptions behind the budget forecast and contains an assessment of the adequacy of the Councils balances. The report was prepared on the basis that the Bury element of the Council Tax will be frozen for 2013/14, to be funded (in part) by £0.645m of Central Government grant to a 1% rise.

CA.781 | The Cabinet Member for Finance and Resources submitted a report which set out the suggested Strategy for 2013/2014 in respect of the following aspects of the Treasury Management Function:- Cabinet 20 February 2013
- Treasury limits in force which will limit the Treasury risk and activities of the Council
- Prudential and Treasury Indicators
- The current treasury position - The borrowing requirement
- Prospects for interest rates
- The borrowing strategy
- Debt re-scheduling
- The investment strategy
- The minimum Revenue Provision Policy The primary objective of the Councils Treasury Management Function would continue to be the minimisation of financing costs whilst ensuring the stability of the Authoritys long-term financial position by borrowing at the lowest rates of interest and by investing surplus cash to earn maximum interest, all at an acceptable level of risk.
