Delegated decision:

That the Minutes of the Meeting held on 21 July 2009 be approved as a correct record and signed by the Chair.
P.191 PLANNING APPLICATIONS
Delegated decisions:

1. That approval be given to he following applications in accordance with the reasons put forward by the Director of Environment and Development Services in the report and supplementary information submitted and subject to the conditions included:

50812 Holcombe Moor Training Area, Spenleach Lane, Hawshaw, Bury - Ramsbottom Ward
Steel framed troop shelter.

51476 Butterstyle County Primary School, School Grove, Prestwich - St Mary’s Ward
Erection of shade sail canopies, play sheds and playground equipment on upper and lower playgrounds.

51497 95-97 Bolton Road Bury - Bury West Ward
Ground Floor extension and external stairway at the rear, change of use at ground floor to Karate Club and three flats at first floor.

2. That the Committee be minded to approve the following application in accordance with the reasons put forward by the Director of Environment and Development Services in the report and supplementary information submitted and subject to the conditions included:

Philips High School, Higher Lane, Whitefield - Pilkington Park Ward
Erection of sports hall building including interlinking single storey lean to corridor and single storey lean to storage.

3. That approval be given to the following application in accordance with the reasons put forward by the Director of Environment and Development Services in the report and subject to the conditions included and subject to the additional conditions set out:

Plane Trees Farm, Bradley Fold Road, Ainsworth, Bolton - Radcliffe North Ward
Erection of new barn; change of use of existing barn to dwelling.

Amend Condition 3 to include reference to ‘roof materials.”

Add Condition 9 to require the retention of the king posts and decorative corbels within the development.

P.1891. Councillor B Vincent declared a prejudicial interest in Planning Application 51348, relating to Philips High School, Higher Lane, Whitefield, as he is a Governor of the School. Councillor Vincent left the meeting during consideration of this application.

2. Councillors M D’Albert and D O’Hanlon declared a prejudicial interest in Planning Application 51476, relating to Butterstile County Primary School, as they are Governors of the school. Councillors D’Albert and O’Hanlan left the meeting during consideration of this application.
P.191A report by the Director of Environment and Development Services Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 51348 and 51529.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.

Prior to the meeting, the committee held a site visit in respect of application 51307.

In the absence of Councillor Vincent following his having declared a prejudicial interest in application 51348, and left the meeting, Councillor Y Wright took the chair.
P.192A report by the Director of Environment and Development Services was submitted presenting:-

- The outcome of planning appeals by the Planning Inspectorate.
- Details of recent appeals lodged against a delegated decision of the Director of Environment and Development Services.
