P.682 FUTURE SITE VISIT
Delegated decision:

1. That consideration of the following application be deferred to the next scheduled meeting of this Committee on 18 March 2008:

49321 190 Chesham Road, Bury - Moorside Ward
Change of use of 190 Chesham Road from residential children’s home (C2) to non-residential pupil referral unit (D1); provision of car parking including development of adjacent open land as part of car park; 3 metre wire mesh boundary fencing; associated landscaping and access to highway.

2. That arrangements be made for the Committee to visit the above site for the reason that the impact of the proposed development on the surrounding areas is difficult to appreciate from photographs and drawings.

3. That application 49334 Roach Packing Case Co. Ltd, Scoball Street Tottington - Tottington Ward for an outline residential development with proposed means of access from Scobell Street be refused for the reasons put forward by the Assistant Director (Planning, Engineering and Transportation Services) in the report and supplementary information submitted.
P.684 APPLICATION TO DIVERT PUBLIC FOOTPATH NUMBER 64, BURY
Delegated decision:

That approval be given to the application to divert Public Footpath Number 64, Bury at the boundary of Openshaw Park, Rochdale Road, Bury to give Leisure Services better control of the access points to the park.
P.685 APPLICATION TO DIVERT PART OF PUBLIC FOOTPATH 39 BURY
Delegated decision:

That approval be given to the application to divert part of Public Footpath 39 at Bradshaw Hill Farm, Birtle, Bury in the interests of the landowner and for the purpose of providing safety for the public.
P.686 AINSWORTH VILLAGE CONSERVATION AREA. APPRAISAL AND MANAGEMENT PLAN.

That approval be given to accept the consultant’s report and the core proposals listed in part 5 of the report, and the additional investigations outlined in the conclusions, part 7 of the report.

P.680Councillor W J Davison declared a personal and prejudicial interest in respect of application 48341 for the reason that he is the Chair of Governors for St John with St Mark CE Primary School and withdrew from the meeting during the consideration of the application.
P.681Councillor W J Davison reported that under Minute number P.605, the reason for his declaration of an interest in the Tree Preservation Order 315 - Fern Hill Waste Facility related to his position as Chair of Governors for St John with St Mark CE Primary School and not as a representative on the Greater Manchester Waste Authority.
P.683A report by the Borough Planning, Engineering and Transportation Services Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 48946, 49356, 49197 and 49334.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.
P.684A report by the Highways Network Services Manager was submitted regarding an application by Bury MBC Leisure Services to divert Public Footpath Number 64, Bury
P.685A report by the Highways Network Services Manager was submitted regarding an application by Mr Varden, Bradshaw Hill Farm, Birtle, Bury to divert Public Footpath Number 39, Bury.
P.686A report by the Assistant Director (Planning, Engineering and Transportation Services) was submitted presenting an appraisal of the Ainsworth Village Conservation Area and the main proposals for a management plan. This action is in line with Best Value Performance Targets and good practice guidance in community consultation.
P.687A report by the Assistant Director (Planning, Engineering and Transportation Services) was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Borough Planning, Engineering and Transportation Services Officer, were also included.
