P.522 FUTURE PLANNING VISIT
Delegated decisions:

1. That consideration of the following application be deferred to the next scheduled meeting of this Committee on 19 January 2009:

P.524 REVISED ARTICLE 10 CONSULTATION
APPLICATION BY GOALS SOCCER PLC AT HEATON PARK, MANCHESTER

Delegated decisions:

That the following suggested conditions and request be forwarded to Manchester City Council in respect of the application by Goals PLC:

1. Condition requiring the illumination of the pitches to be turned off after 22:00 hours each night in order to protect the residential amenities of the properties adjacent.

2. Condition required ensuring that a management scheme is in place to manage the peak parking period in order to protect the amenities of the residents on the access road to the development prior to the development commencing and that the scheme has to be implemented during the life of the centre.

3. Condition requiring full noise mitigation measures to be in place prior to the bringing of the use in order to protect the residential amenities of the nearby properties.

4. Request to the applicant to retain the skateboard park as part of the application.

P.520Councillor D Bigg declared a prejudicial interest in respect of application number 51898 for the reason that she is the Chairman of the Wesley Methodist Primary School Governing Body to which the application relates. Councillor Bigg left the meeting room during the consideration of the application.
P.523A report by the Chief Planning Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 51623, 51808, 51826, 51848, 51849, 51863, 51890 and 51946.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.

The Committee held a site visit in respect of applications 51826 and 51875 prior to the meeting.
P.524A report by the Development Manager was submitted regarding the planning application by Goals PLC at a site within Heaton Park, Manchester. The Committee had previously made comments at its meeting in July 2009 which had been forwarded to Manchester City Council as the relevant planning authority. The report listed a number of amendments made to the application including:
- Deletion of a skateboard park.
- Car parking spaces amended with 38 spaces now provided within the site and the informal car park to the north of the application site and within the park being demarcated with 150 spaces. Peak period demand is estimated at 90 spaces.
- Proposed tennis/netball courts on the western boundary (nearest to residential properties) are not illuminated and a 10:00pm restriction has been agreed for use.
- Amendment of position of pavilion near to the western boundary.
- Various amendments to the position of pitches, landscaping and layout including the removal of many of the fences provided.

The proposed development now comprises:
- Pavilion housing changing rooms, store, multi-use rooms and café bar.
- 13 small sided football pitches
- 6 tennis/netball courts
- Climbing wall
- Associated parking, landscaping and floodlighting.

The Chair invited Councillor V D’Albert to address the Committee in his capacity as an elected Ward representative for Holyrood, which is on the boundary of Heaton Park.

Councillor D’Albert referred to the importance of:
- Maintaining a 10:00pm curfew for floodlighting on the site due to its proximity to residential areas;
- Ensuring that a car parking scheme was in place to prevent on street parking in the adjacent residential areas.

The Chair invited members of the Committee to comment.

Councillor O’Hanlon referred to the popularity of skateboarding within Prestwich and requested that the Committee support the retention of the skateboard park within the development.
P.525A report by the Chief Planning Officer was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Chief Planning Officer, were also included.
