P.607 FUTURE SITE VISIT
Delegated decision:

1. That consideration of the following application be deferred to the next scheduled meeting of this Committee on 19 February 2008:-

48865 Old Holts Farm Roading Brook Road, Harwood, Bolton - Church Ward
Retention of Portakabin offices; erection of machine store/garage and associated landscaping.

2. That arrangements be made for the Committee to visit the above site for the reason that the impact of the proposed development on the surrounding areas is difficult to appreciate from photographs and drawings.

2. That application 48411 Fold Mill, Bradley Lane, Bradley Fold, Radcliffe - Radcliffe North Ward relating to the installation of roller shutter doors, creation of bunds and relocation of entrance gate and fence (retrospective application) be refused for the reasons put forward by the Assistant Director (Planning, Engineering and Transportation Services) in the report and supplementary information submitted.

3. That the Assistant Director (Planning, Engineering and Transportation Services) be requested to write to Bury College with regard to application 49216 to highlight the concerns raised by the Committee regarding the advertisement of the weekend car parking facility before planning had been considered and the proposed charging policy.
P.609 TPO 315 - FERNHILL WASTE FACILITY
Delegated decision:

That approval be given to confirm Tree Preservation Order 315 with modifications at Fernhill Waste Facility, as detailed in the report submitted.
P.610 PLANNING ENFORCEMENT
Delegated decision:

1. That the report be noted.

2. That the officers within the Planning Enforcement team be congratulated for their hard work in producing the large number of enforcement actions.

P.6051. Councillors P Ashworth, and Y Wright declared a personal interest as members of the Greater Manchester Waste Authority, in respect the report on Tree Preservation Order 315 - Fernhill Waste Facility and did not speak or vote during the consideration of the item.

2. Councillors A J Cummings and W J Davison declared a personal and prejudicial interest as a member of the Greater Manchester Waste Authority, in respect the report on Tree Preservation Order 315 - Fernhill Waste Facility and left the room during consideration of the item.

3. Councillor Y Wright declared a prejudicial interest in respect of planning application 48944 and left the meeting room during the consideration of the application.
P.608A report by the Borough Planning, Engineering and Transportation Services Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 49254, 48865, 49263, 48411, 49296 and 48944.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.

In considering application number 49216, members expressed concern regarding the flyers and display boards advertising the weekend parking facility on Bury College Campus, in advance of planning consideration. It was also reported that the charging rate advertised for the parking was less than that charged by theCouncil.
P.609Consideration was given to a report by the Landscape Practice regarding a Tree Preservation Order (TPO) 315 at Fernhill Waste Disposal Facility.
P.610A report by the Borough Planning, Engineering and Transportation Services Officer was submitted providing statistical information on Enforcement Activity for the period 1 October 2007 and 31 December 2007.

The Committee welcomed the high number of enforcement actions taken by the Enforcement Team.
P.611A report by the Borough Planning, Engineering and Transportation Services Officer was submitted, which presented a summary of recent decisions made by the Planning Inspectorate.
