P.19 | A report by the Assistant Director (Planning, Environment & Development Services) was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 54717, 54738, 54952, 54956, 54957, 54975, 54976, 54978, 55036, 55044 and 55056.
The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker. Delegated decision:

P.21 | The Development Manager submitted a report in relation to a statutory consultation submitted to Bury Council as a neighbouring authority by Bolton Council, under Article 16 of The Town and Country Planning (Development Management Procedure) (England) Order 2010, in relation to a planning application for a wind turbine in Bolton. The Chair invited comments and questions in relation to the report and Councillor Wright raised concerns on the impact on the visual amenity in the area for Bury residents. The Committee also heard representation from a local resident on behalf of Residents of Affetside (permitted to address the Committee by the Chair), who raised concerns with regards to residential and visual amenity and noise pollution. Councillor Gartside, Ward Councillor for Tottington Ward addressed the Committee (with the permission of the Chairman) with concerns that the landscape would be damaged by the location of the wind turbine and questioned the proposed location of the structure. The Committee also heard representation from the applicant (permitted also by the Chair to address the Committee) who informed the Committee of the power needed to supply his farm and local residential properties in order to allow the farm to carry on in business in conjunction with need to consider future energy sources and in particular, his wish to become carbon neutral on the farm. The Committee was informed that a noise assessment had been carried out, levels were deemed acceptable and all relevant policies had been addressed and complied with. The applicant commented that the proposed wind turbine was economically viable and environmentally friendly.
In response to the concerns raised, the Development Manager reported that as a statutory consultee, Bury Council had no powers of direction in the determination of another authoritys planning application and that consultation was an invitation for advice and comment and that all applications received in Bury were thoroughly scrutinised. It was reported that although the application had been withdrawn, Officers from Bury did not intend to raise any objections to any resubmitted applications to Bolton Council.
The Committee were requested to consider the options and recommended options, as detailed in the report.
