That the Committee Refuse the following applications:- 54693 Junction of Manchester Road/Hollins Brow, Bury - Whitefield & Unsworth - Unsworth Ward Junction Improvement Scheme which includes land to form widened highway together with assoiated works The Committee debated a proposal not to accept the recommendation and to overturn the Officer recommendation of Approve with Conditions, for the following reason:- 1)The proposed scheme, as shown on the submitted plans, would be seriously detrimental to the residential amenities of 733 Manchester Road, by reason of the increased road traffic noise, loss of privacy and residential amenity as a result of bringing the highway closer to the main residential property and through insufficient boundary mitigation detailing. The proposed development therefore conflicts with the following policies of the Bury Unitary Development Plan: EN7/1 - Noise Pollution and HT4 - New Development. 54736 399 Rochdale Road, Bury - Bury East Ward B: 5 non illuminated signs (Signs D,F,G,H,I), 1 internally illuminated projecting sign (Sign A).
