Delegated decision:

That the Minutes of the Meeting held on 18 March 2008 be approved as a correct record and signed by the Chair.
P.834 PLANNING APPLICATIONS
Delegated decisions:

1. That Approval be given to the following applications in accordance with the reasons put forward by the Assistant Director (Planning, Engineering and Transportation Services) in the report and supplementary information submitted and subject to the conditions included:-

Land in the north east of the site bounded by Angouleme Way, the Metrolink, East Lancashire Railway and Knowsley Street at Townside Bury - Bury East Ward
Construction of a six storey building comprising 2010 metre square of offices (building 3) and a 4470 metre square, 110 bed hotel (building 4), together with associated vehicular and pedestrian access.

2. That in view of the concerns expressed by the Committee regarding the deteriorating condition of Bridge Hall Lane, which is an unadopted road. Highway officers be requested to make contact and consult with residents and businesses situated on Bridge Hall Lane on the possibility of making contributions to finance road surface improvements.
P.835 AFFETSIDE VILLAGE.
POSSIBLE CONSERVATION AREA DESIGNATION

Delegated decision:

That the findings of the report be accepted and approval be given to the recommendation not to designate Affetside Village as a Conservation Area.
P.836 PLANNING APPEALS
Delegated decision:

1. That the report be noted.

2. That Assistant Director (Planning, Engineering and Transportation Services) be requested inform the Committee and Bury East Ward Councillors on the outcome of the appeal relating to application 48806 submitted by First Choice, Cook Street, Bury.

P.831The Chair reported the recent sad death of former Councillor Warren Flood. The Committee held a minute silence in memory of his involvement and work as a former member and Chair of the Planning Control Committee.
P.832There were no declarations of interest declared by members in respect of any of the items on the agenda.
P.834A report by the Borough Planning, Engineering and Transportation Services Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 49309, 49426, 49445, 49352, 49388, and 49423.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.
P.835A report by the Bury MBC Conservation Officer was submitted reporting the outcome of an in depth assessment of the character and history of Affetside Village. The outcome of the assessment would help to determine whether or not Affetside Village could be designated as a conservation area.
P.836A report by the Assistant Director (Planning, Engineering and Transportation Services) was submitted, which presented a summary appeals lodged against delegated decisions the Borough Planning, Engineering and Transportation Services Officer with the Planning Inspectorate.
