P.01Councillor M D’Albert declared a prejudicial interest in respect of planning application 54458, relating to St Mary’s Church, Church Lane, Prestwich, due to her close work with the church in her capacity as a Ward Councillor.

Cllr Cohen declared a prejudicial interest in respect of planning application 54491, relating to the Shuttle Centre, Albert Road, Whitefield, as he is a member of the Pupil Learning Centre Management Committee, who will be using this establishment.

Councillor Walker declared a prejudicial interest in respect of planning application 54428, relating to Wellington Barracks, Bolton Road, Bury, and planning application 54450, relating to Whitefield House, Pinfold Lane,
Whitefield, for the reason that he had become involved in previous applications relating to these developments in his capacity as a Ward Councillor.
P.04A report by the Chief Planning Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 54428 and 54458

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.

P.05The Development Manager submitted a report detailing the formal response from the Planning Control Committee to the Consultation Questions on the Government’s proposals for a new National Planning Policy Framework. The comments had been lodged with the Department for Communities and Local Government on 17 October, 2011.
P.06The Development Manager submitted a report which confirmed the status of the Lutyens War Memorial as Grade II Listed Building in its new setting at Gallipoli Gardens, Bury.
P.07A report by the Development Manager was submitted listing all recent Planning application decisions made by officers using delegated powers.
P.08A report by the Chief Planning Officer was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Chief Planning Officer, were also included.
