P.201 FUTURE SITE VISITS
Delegated decision:

1. That consideration of the following application be deferred to the next scheduled meeting of this Committee on 21 August 2012:

54991 Land to rear 353 and 365, including Beechwood Bungalow, Bury Road, Tottington, Bury, BL83DS

2. That arrangements be made for the Committee to visit the above site for the reason that the impact of the proposed development on the surrounding areas is difficult to appreciate from photographs and drawings.
P.202 PLANNING APPLICATIONS

1. That Approval be given to the following applications in accordance with the reasons put forward by the Chief Planning Officer in the report and supplementary information submitted and subject to the conditions included:-

55103 496 Bolton Road, Bury BL8 2DU *
Demolition of existing house (retrospective); erection of detached dwelling, boundary wall fronting Bolton Road to include railings and electronically operated sliding gate and new vehicular access.

55134 498 Bolton Road, Bury BL8 2DU *
Construction of outer leaf masonry over original party wall; remodelling of roof to form a hip; creation of new passageway between dwellings following demolition of adjacent semi-detached dwelling.

55106 39 Redvales Road, Bury BL9 9PU *
First floor extension at side; single storey extension at rear (resubmission of 54314).

The approval is subject to an additional condition:
4. Before the first occupation of the extension hereby permitted the bedroom window on the first floor rear elevation shall be fitted with obscured glazing and shall be permanently retained in that condition thereafter.

Change of use from drama studio/workshop to live venue (Class D2); alterations to existing elevations and new canopy.

The approval is subject to an additional condition:
9. Prior to commencement of development, all the external modifications and repairs, indicated on the approved plans, shall be completed to the satisfaction of the Local Planning Authority.

Erection of a conservatory to the south side (resubmission)

55315 Land between 52-162 and 183-245 Dumers Lane, Radcliffe, Manchester
Works by United Utilities (to construct a new underground pumping station) to include: 2 new access areas and temporary access; control box and outfall structure; demolition of pumping station; new fence; tree removal and new tree planting scheme.

The approval is subject to the amendment of a condition:
14) No development shall commence unless and until a Traffic Management Plan, including details of pedestrian access to the adjacent residential properties, for the works to be carried out has been submitted to and approved by the Local Planning Authority. The approved details and Traffic Management Plan only shall be implemented.

2. That the Committee be Minded to Approve the following applications in accordance with the reasons put forward by the Chief Planning Officer in the report and supplementary information submitted and subject to the conditions included:

Mixed use development comprising of 2 storey building with a ground floor retail unit (Class A1) and 3 flats (Class 3) at first floor with associated car parking and service yard facility.

55198 Land adjacent to 1 Ribchester Drive, Bury, BL9 9JT Residential development of 5 three storey townhouses (resubmission)

This minded to approve decision is subject to the completion of a Section 106 agreement for recreation provision.

P.199Councillor O’Hanlon declared a prejudicial interest in respect of the Planning Enforcement report (case number 11/0085) for the reason that his property bordered the property concerned and he had notified the Council’s Enforcement Officer.
P.202A report by the Chief Planning Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 54991, 55170, 55198, 55222 and 55315

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.
P.203A report by the Development Manager was submitted listing all recent Planning application decisions made by officers using delegated powers.
P.204A report by the Development Manager was submitted which presented a list of recent planning appeals lodged and recent enforcement appeals determined.
P.205A report of the Chief Planning Officer was submitted providing the Committee with statistical information on enforcement activity between 1 April 2012 and 30 June 2012. An update was included of enforcement activity since the last update on 17 April 2012.
