Delegated decision:

That the Minutes of the Meeting held on 19 August 2008 be approved as a correct record and signed by the Chair.
P.275 FUTURE SITE VISIT
Delegated decision:

1. That consideration of the following application be deferred to the next scheduled meeting of this Committee on 21 October 2008:

50043 Fold Mill, Bradley Lane, Bradley Fold, Radcliffe - Radcliffe North Ward
Development A: creation of bunds (retrospective)
Development B: installation of roller shutter door.

2. That arrangements be made for the Committee to visit the above site for the reason that the impact of the proposed development on the surrounding areas is difficult to appreciate from photographs and drawings.

10,229 metres square Class B1 office development with associated car parking.

3. That approval be given to application 50353 James Street, Radcliffe - Radcliffe West Ward regarding a prior approval application for the installation of a radio base station consisting of a 15 metre flexicell streetworks column with ground based equipment cabinet.

P.273There were no declarations of interest declared in respect of any of the items on the agenda.
P.276A report by the Borough Planning, Engineering and Transportation Services Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 50200, 50378, 50325, 50288, 50043, 50099, 50353 and 50164.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.

The Committee held a site visit in respect of application 50164. The Committee was advised that the application had been resubmitted to allow objectors to attend the meeting, which had not happened at the previous meeting following an administrative error resulting in the non-issue of notification letters.

The Council Solicitor representative reminded Committee members that any lobbying by interested parties should be avoided and consideration of each application must be undertaken with an open mind. The pre-determination of an application would require the declaration of a prejudicial interest to be made.
P.277A report by the Assistant Director (Planning, Engineering and Transportation Services) was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Borough Planning, Engineering and Transportation Services Officer, were also included.
