That subject to the absence of Councillor Cassidy being marked as a clash, the Minutes of the Meeting held on 26 September 2006 be approved as a correct record and signed by the Chair.
P.596 FUTURE SITE VISITS
Delegated decision:

1. That consideration of the following applications be deferred to the next scheduled meeting of this Committee on 21 November 2006:

46550 Bleaklow Mill, Bolton Road, Hawkshaw - North Manor Ward
Part demolition and conversion of mill into 24 residential units

46932 44 Rectory Lane, Prestwich - St Mary’s Ward
Change of use from doctor’s surgery (Class D1) to funeral parlour (Class A1), single storey extension

2. That arrangements be made for the Committee to visit the above sites for the reason that the impact of the proposed development on the surrounding areas is difficult to appreciate from photographs and drawings.
P.597 PLANNING APPLICATIONS
Delegated decisions:

1. That Approval be given to the following applications in accordance with the reasons put forward by the Borough Planning, Engineering and Transportation Services Officer in the report and supplementary information submitted and subject to the conditions included:-

46528 Pimhole Fold, Bury - Bury East Ward
Use of land for car parking storage awaiting clearance (resubmission)
Approval is subject to the amendment of Conditions 1 and 5 and the addition of Condition 7 as follows:

Condition 1. Vehicles shall only enter, leave or manoeuvre within the site within the following hours: Monday to Friday inclusive: 0900hrs to 1700hrs, Saturday 0900hrs to 1230hrs with No workings on Sundays or Bank holidays.

Condition 5. A landscaping scheme shall be submitted to, and approved in writing by, the Local Planning Authority prior to the commencement of the development. It shall be implemented prior to the date the site is first occupied; and any trees or shrubs removed, dying or becoming severely damaged or becoming severely diseased within five years of planting shall be replaced by trees or shrubs of a similar size or species to those originally required to be planted to the written satisfaction of the Local Planning Authority.

Condition 7. The development must be begun not later than three years, beginning with the date of this permission.

Approval is subject to the amendment of Condition 3 as follows:

Condition 3. A landscaping scheme shall be submitted to, and approved in writing by, the Local Planning Authority prior to the commencement of the development. It shall be implemented not later than 12 months from the date the boundary fence is erected; and any trees or shrubs removed, dying or becoming severely damaged or becoming severely diseased within five years of planting shall be replaced by trees or shrubs of a similar size or species to those originally required to be planted to the written satisfaction of the Local Planning Authority

2. That application 46763 relating to Simons House Farm, Redisher Lane, Hawkshaw, Ramsbottom - Ramsbottom Ward, regarding a revised application to extend the existing house into the barn area, be refused.

3. That application 46691 relating to Benny’s Night Club, Warth Fold Road, Radcliffe - Church Ward, regarding the conversion of a disused night club to Class C2 (residential care home), be refused.

4. That application 46847 relating to the Hillock Hebrew Congregation, Beverley Close, Whitefield - Besses Ward, regarding the erection of a new security fencing to the boundary adjacent to 15 to 23 Beverley Close, be deferred.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to two minutes for each speaker.
