P.1338Councillor A J Cummings declared a personal interest in respect of the minute P.1341 ‘3 Site Masterplan Applications for Radcliffe’ and remained in the meeting during the consideration of the report.

Councillors D M Cassidy, M Connolly and E K Grime declared prejudicial interest in respect of minute P.1342 ‘Application to Close Two Non-definitive Footpaths at Griffin Close and Kestrel Drive, Bury’. The Councillors left the meeting for the period that the item was considered.

(The Borough Solicitor’s representative made a statement in relation to a letter that had been circulated to Committee Members regarding applications 45672 (Coney Green High School) and 45673 (Radcliffe High School) considered at the meeting held on 29 March 2006. Committee Members were reminded that when making a decision it was important to do so, based on the merits of the individual application, with an open mind, without pre-judging an application and using the information presented to the Committee).
P.1339The following corrections were made to the minutes of the meeting held on 29 March 2006:

Councillor W J Davison was added to the list of those present.

Application 45784 Red Bank Playing Fields, Unsworth Street, Radcliffe be moved into the Minded to Approve section of the minutes.
P.1340A report of the Borough Planning and Economic Development Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 46182, 45274 and 46012.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to two minutes for each speaker.
P.1341A report of the Borough Planning and Economic Development Officer was submitted to update the Committee on the 4 current applications the anticipated additional application relating to the 3 Sites Masterplan in Radcliffe.
P.1342A report of the Borough Engineer was submitted regarding an application to close two non-definitive footpaths at Griffin Close and Kestrel Drive, Bury.
P.1343A report of the Borough Planning and Economic Development Officer was submitted containing a summary of Planning Enforcement Activity for the last Municipal Year 2005/06.
P.1344Consideration was given to a report submitted by the Landscape Practice Officer which sought confirmation of the Metropolitan Borough of Bury (Ainsworth Methodist Church, Ainsworth) Tree Preservation Order 300.
P.1345Consideration was given to a report submitted by the Landscape Practice Officer which sought confirmation of the Metropolitan Borough of Bury (Bishop’s Road, St Gabriel’s) Tree Preservation Order 295.
P.1346Consideration was given to a report submitted by the Landscape Practice Officer which sought confirmation of the Metropolitan Borough of Bury (Greenhalgh Fold, Greenmount) Tree Preservation Order 296.
P.1347A report of the Borough Planning and Economic Development Officer was submitted which presented a summary of recent decisions made by the Planning Inspectorate and recent appeals lodged against decisions of the Council. Details were also submitted on the performance of Planning Appeals for 2005/06.
