P.482 HOLCOMBE VILLAGE CONSERVATION AREA, RAMSBOTTOM APPRAISAL AND MANAGEMENT PLAN
Delegated decision:

That the Committee accept Option C: to accept the Consultant’s report as covered in Paragraph 2 of the report subject to the amendments outlined in Paragraph 4, and approve this as a basis for the management plan; and to specifically approve the extension of the conservation area and the implementation, in principle, of the Article 4 Direction as proposed for the following reasons:

(1) Further work is necessary to ensure that a relevant and complete management plan is produced, and this should be undertaken in discussion with the Holcombe Society.
(2) This option is consistent with the results of the community consultation.
(3) The adjusted boundary revisions correctly reflect the architectural and historical significance of the area.
(4) The proposed Article 4 Direction is subject to a fixed legal process.
(5) This option meets the Planning Authority’s responsibilities in protecting the heritage of Holcombe Village Conservation Area, as extended.

P.477Councillor Cohen declared a prejudicial interest in respect of planning application 54491, relating to the Shuttle Centre, Albert Road, Whitefield, as he is a member of the Pupil Learning Centre Management Committee, who will be using this establishment.

Councillor Smith declared a prejudicial interest in respect of planning application 54491, relating to the Shuttle Centre, Albert Road, Whitefield, for the reason that areas described within this application are managed by the Council Estates Department and Cllr Smith holds responsibility for this Council Department as Executive Member for Finance.
P.480A report by the Chief Planning Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 53762, 54485, 54544, 54548, 54574, 54584, 54591 and 54603.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.

3. That the Committee be Minded to Approve the following application in accordance with the reasons put forward by the Chief Planning Officer in the report and supplementary information submitted and subject to the conditions included:

53762 Bevis Green Works (Tetrosyl), Mill Road, Bury, BL9 6RE - North Manor Ward
Outline residential development at Bevis Green (275 dwellings) with associated access, car parking, landscaping, and recreational open space (all matters reserved except access).
The decision to approve is subject to the following additional condition:-

Condition 31. The development shall not be commenced unless and until an approved programme of traffic monitoring has been carried out on Ribble Drive, Lancaster Drive, Palatine Drive and Old Lane by the developer. Within six months of the occupation of 200 of the properties comprising the development, an equivalent programme of traffic monitoring shall be carried out by the developer, who shall then submit a scheme of traffic calming measures to the Local Planning Authority for the above mentioned roads for Local Planning Authority approval. The approved details within that scheme shall then be carried out by the developer unless otherwise approved in writing by the Local Planning Authority.
Reason: To ensure good highway design in the interests of road safety and to reduce the impact of vehicular and pedestrian conflict pursuant to Unitary Development Plan Policies H2/1 - The Form of New Residential Development, H2/2 - The Layout of New Residential Development and HT6/2 - Pedestrian and Vehicular Conflict.

4. That the Committee Refuse the following application in accordance with the reasons put forward by the Chief Planning Officer in the report and supplementary information submitted and subject to the conditions included:

P.481The Development Manager submitted a report seeking authorisation to investigate designation of a Local Development Order (LDO) to allow solar PV and thermal panels to be erected on all properties in the Councils area excluding conservation areas and listed buildings, rather than just domestic residences as currently permitted by statute. The Committee were informed that if they accept the recommendation then a report will be presented to the Executive in order to allow the formal designation of a Local Development Order (LDO) to commence.
P.482The Conservation Officer submitted a report which presented an appraisal of the Holcombe Village Conservation Area and the main proposals for a management plan. It was reported that this was in line with good practice guidance in the protection and enhancement of conservation areas and in community consultation. The report contained a number of options, with reasons, including the recommended Option C.

P.483A report by the Development Manager was submitted listing all recent Planning application decisions made by officers using delegated powers.
P.484A report by the Chief Planning Officer was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Chief Planning Officer, were also included.
