P.510 PLANNING APPLICATIONS
Delegated decision:

1. That Approval be given to the following applications in accordance with the reasons put forward by the Borough Planning, Engineering and Transportation Services Officer in the report and supplementary information submitted and subject to the conditions included:-

46495 Land at Pilot Mill, Alfred Street, Bury - Redvales Ward
Outline Application - residential development

46332 Former garage site adjacent 383 Tottington Road, Bury - Elton Ward
Formation of retail store (Class A1) with associated partial demolition and extension to Horridge Street frontage

46565* Friendship Inn, Scholes Lane, Prestwich - Sedgley Ward
Extension to form garden shelter, toilet extension at rear
Approval is subject to the following amended Condition 8 and the addition of Condition 9:

Condition 8. An acoustic screen fence shall be erected along the northern boundary of the site. Full details of the fence to be erected shall be submitted to and approved in writing prior to development commencing and the fence shall be erected in full accordance with the approved details and remain in situ in perpetuity.

Condition 9. The rear access door shall be fitted with an alarm and remain closed daily from 2200hrs until opening time the following day unless for emergency use.

Approval is subject to the following amendment to Condition 2 and the addition of Condition 5:

Add to Condition 2. After “0800” the following: “Monday to Saturday and shall not be opened until 1000 on Sunday and locked and secured closed no later than 1900 on Sundays”.

Condition 5. At no time shall there be any stacking of vehicles on the site.

2. That application 46487* made in respect of Rainsough Brew, 49 Rainsough Brow, Prestwich - St Mary’s Ward (reserved matters) for a block of sixteen apartments, be refused for the following reasons:

The proposed development would be seriously detrimental to the amenities of the adjacent property, the Plough Inn, by reason of the design, bulk and appearance of that section of the building that would be situated next to the affected property. The development would therefore, conflict with the following policies of the Bury Unitary Development Plan: H2/1 - The Form of New Residential Development and H2/2 - The Layout of New Residential Development

3. That approval be given to application 46764 regarding land at furniture warehouse, Old Co-op Yard, Warwick Street, Prestwich - St Mary’s Ward for a prior approval application for installation of radio base station consisting of a 15 metre ultra slim line pole, three antennas, one 300 millimetre dish antenna, radio equipment housing and ancillary development

P.508No declarations of interest were made in respect of any items considered at the meeting.
P.510A report by the Borough Planning, Engineering and Transportation Services Officer was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 45495, 46332, 46764, 46703 and 46835.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to two minutes for each speaker.

Officer was submitted which presented a summary of recent decisions made by the Planning Inspectorate. Details of recent appeals lodged against delegated decisions of the Committee and the Borough Planning, Engineering and Transportation Services Officer, were also included.
