PLANNING APPLICATIONS
Delegated decision: 1. That Approval be given to the following applications in accordance with the reasons put forward by the Borough Planning and Economic Development Officer in the report and supplementary information submitted and subject to the conditions included: 46060 Walmersley Brewery, Walmersley Road, Bury Part demolition of buildings to facilitate new residential development 46184 1 Longsight Road, Holcombe Brook, Bury New single storey shop, development 46066 Manchester MACCABI CSC Bury Old Road, Prestwich, Bury Amendments/additions to approved sports club scheme including: security lighting, CCTV installation, security fencing and gates to clubhouse, and car park, floodlighting to all weather pitches, 2 storage containers, access paths to pitches and revision to part of car parking layout. The decision is subject to the following additional conditions: Condition 9. The 6 security lighting columns indicated on the approved plans shall be operable between the hours of 8am to 11.30pm only. Condition 10. Notwithstanding the provisions of plan number 4391. 36. rev. B, the siting of the steel storage containers shall be agreed in writing with the Local Planning Authority and shall remain in such an agreed position unless an appropriate planning permission is granted for their siting elsewhere or otherwise removed in accordance with Condition 7 of this planning permission. 2. That the Committee be Minded to Approve the following applications in accordance with the reasons put forward by the Borough Planning and Economic Development Officer in the report and supplementary information submitted and subject to the conditions included: 46049 Walmersley Brewery, Walmersley Road, Bury Part conversion/part demolition and new build to create 23 residential units (re-submission) The decision is subject to a Section 106 Agreement requiring payment of a commuted sum for recreation provision in the area. 45903 Powder Coatings, Heap Street, Radcliffe, Bury Residential development - 8 semi-detached houses and 5 flats, garage court. The decision is subject to the completion of a Section 106 Agreement relating to the provision of a commuted sum for local recreation provision. 43048 Fletcher Bank, Manchester Road, Ramsbottom, Bury Quarry extension, construction, demolition and excavation waste landfill operation, construction and demolition waste recycling facility, green waste composting facility The decision is subject to a Section 106 Agreement securing a financial contribution from the applicant for the provision of vehicle activated speed signs on Manchester/Whalley Road, Ramsbottom. 46105 Cobden Mill, Square Street, Ramsbottom, Bury Conversion into 6 apartments. The decision is subject to the inclusion of a Section 106 Agreement and the delegation of authority to the Borough Planning and Economic Development Officer, in consultation with the Chair, to produce the appropriate conditions. (Note: The Planning Control Committee supports the Councils Development Control Policy Guidance Note 7: "Managing the Supply of Housing Land in Bury". In approving application 46105, the Planning Control Committee has determined that, the circumstances of the proposal warranted an exception from Policy Guidance Note 7. The application proposes a development to convert the remaining part of Cobden Mill, Square Street, Ramsbottom, for residential use. The other parts of Cobden Mill already have outstanding planning permission for residential use. The Planning Control Committee considered that the respective development proposals relating to Cobden Mill are intrinsically linked to the successful conversion of the Mill in its entirety). 3. That application 45689 in respect of the Former Elton Vale Works, Elton Vale Road, Bury relating to a residential development for the erection of fifteen 2 and 2.5 storey, detached dwellings be refused. 4. That application 46098 in respect of H & A Holdings, Limefield House, Limefield Brow, Bury relating to the Installation of 2 replacement antennas for use by O2 and Vodafone Ltd, 1 additional antenna for use by O2 Ltd and associated ancillary development be refused for the following reasons: The proposed development would, by reason of its size, height and position and together with the number of other telecommunications installations around the roof edge of Limefield House, be prominent and intrusive features in the street scene and would therefore, be seriously detrimental to the visual amenities of the area. The proposed development therefore conflicts with the following policies of the Bury Unitary Development Plan: EN1/10 - Telecommunications EN1/2 - Townscape and Built Design 5. That application 46033 in respect of Eaves Cottage, Hawkshaw Lane, Hawkshaw, Tottington, Bury, regarding the re-positioning of a previously approved double detached garage (application 41459) be refused. 6. That application 46092 in respect of Eaves Cottage, Hawkshaw Lane, Hawkshaw, Tottington, Bury, regarding a retrospective application for the erection of Boundary railings be refused. 7. That the withdrawal of application 46054 by the applicant be noted.
